Multnomah County manages the federal Community Development Block Grant (CDBG) to serve low and moderate income residents of Fairview, Maywood Park, Troutdale, Wood Village, and unincorporated areas of the county. Multnomah County has been stewards of CDBG funding since 1984, close to $20 million formula block grant dollars has been administered back into the communities of Fairview, Troutdale, Wood Village, Maywood Park and unincorporated areas to help our neighborhoods build resiliency. Congress first created the CDBG program as a part of the Housing & Community Development Act of 1974. These funds are awarded to cities, urban counties, and states for housing, social services, and community development project. The US Department of Housing and Urban Development administers the program at the national level, but community planning takes place at the local level. CDBG funded projects must meet oneof the three national objectives:
1. Benefit to low- and moderate-income persons
2. Preventing or eliminating slums/blight
3. Meet the urgent housing and community development needs
Consolidated Annual Performance and Evaluation Report (CAPER)
The CAPER reports on expenditures, accomplishments, and progress made on the strategies and goals outlined in the 2021-25 Consolidated Plan and the projects and activities detailed in the 2023 Action Plan found below. The CAPER outlines progress in achieving the affordable housing, ending homelessness, and community development goals using the Community Development Block Grant (CDBG) funds. The 2023 CAPER is the last evaluation report tied to the aforementioned Consolidated Plan. The CAPER is submitted to HUD annually for review and approval. The Multnomah County 2023 CAPER is planned to be submitted to HUD on September 30, 2024. A draft of the Multnomah County Annual Action Plan 2024-25 will be available for review and public comment on Wednesday, April 24, 2024. The 30-day comment period starts April 24, 2024 and ends May 24, 2024. The comment period has now ended. The draft for Multnomah County can be found by visiting www.multco.us/cdbg. Final funding levels for projects included in the Action Plan that is submitted to HUD may differ from the proposed funding listed above, which are based on estimates of the 2022grant amounts awarded by HUD. Increases or decreases in funding will be allocated based upon need of listed projects. Any remaining balance will be proportionally distributed amongst projects.

The City of Gresham expects that Community Development Block Grant (CDBG) and Home Investment Partnership Program (HOME); Multnomah County expects to have CDBG funds available for infrastructure projects.
The primary goals of the programs are to enhance viable communities, make public facilities improvements, assist with the rehabilitation and development of appropriate affordable housing, economic development, assist first-time home buyers and provide limited funds for public services. Workshop topics will include estimated availability of funds, the application and selection process and application criteria. Application materials, criteria and schedules will be available via email. The City of Gresham pre-application is due January 26,2024, at 5:00pm; applications are due February 16, 2024 by midnight. Multnomah County applications are due at 4:30 p.m. on Friday, February 16, 2024. Funding will be available after July 1, 2024.

The Portland Consortium, which includes the City of Gresham, City of Portland, and Multnomah County, is beginning its
Annual Action Plan process for FY 2025-26. The 2025-26 Action Plan is the fifth of five Action Plans in the 2021-25 five-
year Consolidated Plan. The process serves as the framework for a community-wide dialogue to identify housing and
community development priorities that align and focus funding from the federal Department of Housing and Urban
Development (HUD)’s formula block grant programs, Community Development Block Grant (CDBG), HOME Investment
Partnerships (HOME), HOME Investment Partnerships American Rescue Plan (HOME-ARP), Emergency Solutions
Grants (ESG), and Housing Opportunities for Persons with AIDS (HOPWA), to address ascertained community needs.

Consolidated Plan
The Portland Consortium consisting of the City of Gresham, City of Portland and Multnomah County is required every five years to produce a plan called the Consolidated Plan. The Plan also includes the fiscal year 2021-22 Annual Action Plans for members of the Consortium. The Action Plan provides details on how the recipients of the federal funds intend to allocate the funding that is received annually.
The Con Plan also serves as the federal application for four federal programs run by the Dept. of Housing and Urban Development (HUD): CDBG, HOME, ESG and HOPWA. The current plan covering FY 2021-25 provides an assessment of community needs, a market analysis and based on that includes draft program goals, priorities and strategies to address the community needs. We request the community at large to review the Con Plan draft and provide us feedback. For ease of review, we have split the document into four relevant sections:
