Premium Cost Changes

  • Kaiser 10/20 Medical: 11.8% increase from last year's costs
  • Kaiser Maintenance Medical: 11.9% increase from last year's costs
  • Kaiser Dental 15: 2% decrease from last year's costs
  • Moda PPO 400 Medical: 13.4% increase from last year's costs
  • Moda Major Medical: 13.4% increase from last year's costs
  • Delta Dental 50: 1.9% increase from last year's costs
  • Willamette Dental: 0% change (same cost as last year)

Medical Plan Changes:

Kaiser and Moda Medical - Federal Regulatory Changes

  • No Federal Regulatory changes for the 2024 plan year

Kaiser Medical Changes

  • Members will get their first three visits each year for primary care and primary care related services at $5 cost share per visit on most plans. Here are some important details:
    • Plan cost share is $5 for covered services.
    • Includes any combination of in-person or virtual care.
    • Primary care related services include naturopathic care and outpatient mental health and substance use disorder treatment.
    • This applies only when you get care from Kaiser Permanente facilities/providers or with other in-network providers. This does not apply when you get care from out-of-network providers.
  • The cost share for diagnostic and supplemental breast examinations will be $0.
  • Benefits for treatment of hearing loss will be revised:
    • Coverage includes assistive listening devices and the components required for a device to function properly; fitting, programming and reprogramming; and ear molds and replacement ear molds. 
  • The cost share for post-exposure prophylaxis (PEP) drugs will be $0.

Moda Medical Changes

  • Insulin maximum cost share is increasing to $85 per 30 days or $255 per 90 days.

Dental Plan Changes:

Kaiser Dental

  • No change to benefits. Language added to the dental Benefit Summary letting members know that their office visit cost share is in addition to cost shares for any services provided during the dental visit.

Delta Dental

  • Intellectual and Developmental Disabilities: Extra services are covered for members with intellectual or developmental disabilities:
    • Visits before the first treatment
    • Two extra cleanings per year
    • Silver diamine fluoride for cavities
  • Changes to how care is provided for patients with sensory sensitivities, behavioral challenges, etc.
  • Restorative: Crowns and cast restorations covered once in a 7-year period.
  • Repair to crown, inlay and onlay: Repair made to a crown inlay or onlay within 2 years is denied.
  • Prosthodontic: Bridges and dentures covered once in a 7-year period.
  • Implants: Final crown, a full or partial denture, or a bridge of the implant covered once over the lifetime of the implant.
  • Prosthodontic services: Re-cement or re-bond implant/abutment supported crown or fixed partial denture is limited to once in any 12-month period.

Willamette Dental Group

  • No change to benefits.

Life and Disability Insurance

  • A special enrollment opportunity is available to employees each year to increase self-paid Supplemental Life Insurance up to $30,000 (minimum of $10,000 increments) more than what you are enrolled in now, up to $200,000 total for yourself guaranteed (no medical questionnaire required). Employees must have an already existing policy for this opportunity.
    • Note: this is not applicable to spouse or domestic partner policies.
    • You can apply for Supplemental Life Insurance at any time throughout the year up to $500,000. However, any new enrollments or increases more than those described above require Evidence of Insurability (medical questionnaire - subject to medical underwriting review by the Standard).
  • Supplemental Life Insurance rates are not changing for 2024.
  • Optional Short Term Disability rates decreased effective 9/1/23 and are not changing for 2024.

Flexible Spending Accounts: MERP/DCAP/TRP

You must enroll at Open Enrollment each year to participate.

  • Medical Expense FSA (MERP) maximum: $3,050 annually for medical, dental, and vision expenses. Minimum is $240 annually.
    • MERP rollover limit from 2024 to 2025: $640.
  • Dependent Care Expenses (DCAP) maximum: $5,000 per year - no annual minimum.
  • Transportation Expenses (TRP) 
    • Carryover always allowed from year-to-year, no carryover limit
    • TRP Transit maximum enrollment amount: $200 per month
    • TRP Parking maximum enrollment amount: $300 per month
    • Minimum contribution for TRP accounts: $20 per month

Basic Life Insurance Imputed Income Calculator for County-paid life benefits over $50,000


Important: The IRS taxes the value of the premium for employer-provided, basic life insurance on coverage over $50,000. If this applies to you, you will see an amount on each paystub (monthly amount divided in two), based on your age and coverage, representing the value of the premium for the coverage in excess of $50,000, not based on the actual death benefit paid to beneficiaries.
