The Oregon Low Income Energy Assistance Program (LIEAP) provides assistance to income eligible households to off-set the rising costs of home energy. LIEAP is not an entitlement program.

Eligibility Criteria

Any household whose income is at or below 60% of the statewide median income for Oregon. Poverty levels are based on household income and household size.


Program benefits are received on a first-come, first-served basis, with outreach being offered to seniors, people with disabilities, and families with children 5 and under.

Multnomah County receives funds from Oregon Housing and Community Services and functions as the administrative Community Action Agency. Multnomah County sub-contracts these funds to cultural and geographically based social service agencies.

Low Income Energy Assistance Program funds are provided by the Human Services Reauthorization Act of 1986 and the Low-Income Home Energy Assistance Act of 1981, as determined by Congress.
