About Energy Assistance

Multnomah County Energy Assistance Program provides home energy assistance to households with low incomes. The purpose of the program is to supplement home heating and electric costs. The program is on a first-come, first-served basis.

Weatherization Program

Multnomah County Weatherization Program provides energy efficiency and indoor air quality improvements by implementing cost-effective measures for existing single and multi-family housing with low-income residents.

How to Sign-Up

Call 503-988-7423 or email to speak with someone who will discuss your weatherization needs and add your name to our wait list. We will return your call or email within 5 business days.


An auditor will conduct an energy audit of the home to determine and prioritize cost-effective measures that can be done.  Cost-effective measures may include:

  • Ceiling, wall and floor insulation
  • Furnace inspection
  • Heating duct improvements
  • Air sealing
  • Energy education


Multnomah County Weatherization has collaborated with the City of Portland Water bureau to provide plumbing repairs and replacement for Portland residents in single-family homes. Call 503-988-7423 or email to apply.

Eligibility Criteria

To be eligible for our program you must meet the following criteria:

  • Multnomah County resident
  • Own or rent a site built or mobile home (if you are a renter, landlord’s approval is required)
  • Meet low-income qualifications
