Chris Blanchard joined the Multnomah County Department of Emergency Management in May 2016. Chris served in the U.S. Marine Corps for 26 years, serving in a variety of positions including the Assistant Chief of Staff for Plans, Policies, and International Affairs for Marine Corps Forces Pacific at Camp H.M. Smith, Hawaii. In that capacity, Chris supervised the development of operational and conceptual plans ranging from noncombatant evacuation operations to humanitarian assistance and disaster relief, and a variety of other plans for the defense of the United States and its allies. Upon retirement from active duty, Chris served as the Chief of Staff of Marine Corps Base Hawaii, supervising a staff which provided facilities, programs and services in support of Marine and Navy units in order to enhance and sustain their ability to conduct operations worldwide. The staff likewise provided myriad programs and services for military families.
Before relocating to the Pacific Northwest, Chris served as the President and CEO of Easter Seals Hawaii, providing individualized, family-centered services to people with disabilities or special needs.
As the Chief of the Planning Division, Chris will focus on refining the county emergency operations plan to enhance the ability of the county to prepare for, respond to, and recover from emergencies and disasters while providing for the safety and well-being of our citizens.
