As our community tries to limit the spread of COVID-19, Multnomah County must close some offices and find alternative ways of delivering some services. Below is the status of County programs and offices. Many services are modified to prioritize the health and safety of both the public and Multnomah County staff. While some buildings are physically closed, services may still be offered online, via telephone or via virtual venues.

Libraries

  • All Multnomah County library locations are closed.

    • All bookdrops are closed. Please do not return items. No fines will be charged during the closure.

    • All books, on hold at library locations, will be available for pickup upon reopening.

    • New holds on physical items are not available.

    • Online materials, including ebooks, audiobooks and more are still available for checkout at multcolib.org

Health

Division of Assessment, Recording and Taxation 

  • Division of Assessment, Recording, and Taxation Customer Service (recording functions, tax payments, passport services and passport photos) is closed however services are being offered online and via mail.

    • Marriage licenses are now being issued via mail. For more information about marriage licenses and other online services, visit multco.us/recording.

Community Services

  • Multnomah County’s Yeon Building is closed: 

    • The Land Use Planning and Survey Office will provide services by phone, email or mail when possible. For more information on available services, visit multco.us/landuse or multco.us/surveyor.

    • Right-of-Way permits may be obtained online or over the phone. 

    • Multnomah County Elections Building is closed however services are still being offered online and over the phone. 

      • Candidate and measure pamphlet filings, voter registration, and other services will be available online. Please visit mcelections.org.

Community Justice

  • Adult Services Division: All justice-involved individuals (JIIs) will continue to check in with their parole and probation officers (PPO's) by phone. PPO's will still respond to public safety concerns. Supervision fees for adults on parole or probation are temporarily suspended. For more information visit: multco.us/dcj.

  • Primary Care Health Centers: Four locations, listed below, are open for in-person services. Telemedicine services are available for patients too. These services are open Monday thru Friday, 8 a.m. - 5 p.m. For in-person and telemedicine appointments call: 503-988-5558. If you're enrolled as a patient and need to cancel an appointment, or need care advice please call: 503-988-5558. If you have a medical emergency, please call 9-1-1. 

  • The Student Health Center at Parkrose High School, 12003 NE Shaver St. in Portland, is open for in-person services. Telemedicine services are available for patients too. Current patients should call ahead at: 503-988-3392. New patients should also call ahead at: 503-988-5558.

  • Dental Services: The East County Dental Clinic, 600 NE 8th St. in Gresham, is open to current and new patients for urgent dental care services only.   • Pharmacy Services: All sites remain open Monday thru Friday, 8:30 a.m. - 5:30 p.m.

  • Women Infant Children (WIC) Services: All clinics are providing services via telephone, only. For appointments and new enrollment call: 503-988-3503.
  • Maternal and Child Family Health: When possible, telemedicine services are being provided. Call 503-988-3520.

  • Healthy Birth Initiative (HBI): is providing services by telephone only. HBI serves African American/Black pregnant women and their families and welcomes all questions and/or new referrals. Call 503-988-3387 and leave a message.

  • Child Abuse and Reponse Services (CARES NW): CARES NW is open for urgent/emergent services. Services are also available telephonically. Call 503-276-9000.

  • STD Services: The STD Clinic, 619 NW 6th Avenue in Portland, is open for urgent clinical visits. Call ahead for information at 503-988-3700.  

  • The Harm Reduction Clinic on 12425 N.E. Glisan Street is offering telemedicine services for established patients. Call ahead for information at (503) 988-0577.  

  • Tuberculosis Clinic on 619 NW 6th Avenue in Portland is open for urgent visits. Please call ahead for information at (503) 988-3406.    

  • Health Department council and advisory board meetings may be postponed or meet by teleconference. Contact each coordinator for more details.

  • Tobacco Retail License: All services including license, application, renewals and payments are being conducted online or over the phone. Call 503-988-4163 or email: hlth.tobacco.prevention@multco.us. Field inspections for retail businesses seeking licenses will continue. 

  • Vital Records (birth and death certificates): Services are being provided online and over the phone. For more information visit: multco.us/vitals or call 503.988.3745.

  • Juvenile Services Division: Court hearings are minimized in coordination with Multnomah County Circuit Courts. Options are available to call-in for hearings. Check-ins with juvenile court counselors are still occurring, but in adherence to social distancing guidelines. Detention visitation is also being limited. Animal Services is open for:

  • Emergency services 

  • Returning animals to owners 

  • Stray drop-offs of dogs and

  • Stray drop-offs of cats that are sick, injured, or in immediate danger  Please visit multcopets.org for information on available services.

Multnomah County Sheriff’s Office

  • Multnomah County Detention Center: Visitation is curtailed. Call 503-988-3689.

  • Multnomah County Inverness Jail: Visitation is curtailed. Call 503-988-5060.
