Multnomah County’s Human Services Contract Risk Management System recognizes that contracts for human services have unique risk considerations. To manage the risk effectively, risk exposure must be identified in the earliest planning phase and carried through the life cycle of the contract. Multnomah County has developed a system of checksheets, an integrated user’s guide, and both traditional as well as e-learning training that provides Programs with a self-directed, structured review of risk exposure for large human services contracts. The system uses a question-based structure drawn from real-world events that have occurred in the County as well as best practices from other municipalities, states, and NIGP training and research. The system also recognizes the unique objectives that different types of human services must consider and provides the flexibility to meet those needs.
