Purchasing goods and services from local suppliers and manufacturers promotes the growth of our regional economy. It also supports a healthy environment by reducing carbon emissions from the long distance transportation of goods. There are several policies that allow the County to purchase local goods and services:

  • Preference for Oregon Goods and Services for Competitive Procurements

PCRB rule 46-0300 provides the authority to prefer Oregon goods and services when offers are identical in price, fitness, availability and quality. The PCRB rule also provides guidance for determining if offers are equal.

  • Preference for Oregon Goods and Services for Small Purchases (non-competitive)

When making a small purchase under $5000, Departments have the discretion to consider purchasing goods made locally and using services provided by local vendors. Multnomah County encourages the use of these local goods and services.

  • Preference for Local Food

MultnomahCountysupports the purchase of local foods when appropriate.  Choosing local foods supports the regional economy and protects our lush Northwest ecosystems. A healthy regional food system further supports the sustainability goals of the City and County, creating economic, social and environmental benefits for this and future generations. 

Beginning January 1st, 2010, Oregon law allows Departments to give up to a 10% price preference for food produced and transported entirely within the State of Oregon.
