General Overview of the Multnomah County Collaboration 

The Collaboration and its partner agencies take a multi-pronged, multi-disciplinary approach to address sex trafficking in our community through:

  1. Survivor support – Provide survivors with wrap-around services and continuous care.
  2. Education & Civic Engagement – Increase education among community members aimed at prevention, and enact innovative approaches to stop the cycle of human trafficking.
  3. Accountability –  Investigate, prosecute and supervises offenders; and enhance legislation.

    Multnomah County Collaborative Meetings

    Meeting are held from 10:00 a.m.-12:00 p.m. at the Multnomah Building, 501 SE Hawthorne Blvd. 
    Meetings are typically held on the 4th Friday of every month except where noted below. Please take 
    note to some conference room changes.  
    Network Meetings – Open

    The Network Meeting is a large, inclusive group that allows anyone to attend its meetings who is doing work in support of these efforts. This group is comprised of agencies that represent the work of the jurisdiction as a whole. This work produces ideas and recommendations for the executive team. The executive team also draws upon their knowledge when making decisions.

    Executive Team Meeting – Invitation Only 

    The executive team is a small group that leads the work of the Collaborative and determines the direction we need to go. It considers capacity issues, gaps in our system, and recommendations for improving our efforts.

    Subcommittee and Workgroup meetings

    Sex Trafficking Prevention Subcommittee - Potential Upcoming Committee 
    This committee is in the formation process. The goal will be to bring together individuals in the local area who are working on prevention or have expertise to inform the process.

    Legislative Workgroup
    The legislative Workgroup meets periodically when there is legislation to review or annually to develop 
    legislative concepts that would help our partners (law enforcement, prosecution, and victim services) in 
    combating the issue of child sex trafficking.
    Sex Trafficking Expansion Project (STEP) Team - Invitation Only
    This team was formed in response to an award of the Domestic Victims of Human Trafficking (DVHT) grant. This grant focuses on expanding services to those who are 18-25 and enhancing the services already in our system for those under the age of 18. This team consists of Multnomah County Department of Community Justice (DCJ), Crime Victim Service Unit (CVSU); Multnomah County Multnomah County Department of County Human Services (DCHS), Youth & Family Services Division (YFS); Oregon Department of Human Services (DHS) Gateway Teen Unit (GTU); Lifeworks, NW; Raphael House of Portland, New Avenues for Youth (NAFY) and Call to Safety. The STEP team on the third Wednesday of every month.
