This page hosts a resource list for the Multnomah County Tax Title Public Sale May 6, 2024.  It contains documents for the sale (Deed, Certificate of Sale, Rules, Registration Form, Property Information) and research tools.  However, it is not exhaustive for research tools and is not a substitute for buyer's independent due diligence and satisfaction of the condition and value of any particular property.  All properties are sold “AS IS.” Potential buyers should thoroughly investigate all aspects of a property prior to bidding. Multnomah County does not guarantee or warrant that any parcel is usable for any particular purpose. Please be advised that County employees are not authorized to answer specific questions regarding the properties, including but not limited to: the size, the condition, the planning, zoning or building codes or regulations applicable thereto. Any statement by a County employee on these matters is not binding on the County; except and unless such a statement is made by a County Land Use Planning Division staff member in the context of a formal land use decision wherein the County is the land use planning jurisdiction with respect to the subject property.  It is highly recommended buyer and interested parties independently verify any information and identify all relevant information.  We cannot conduct real property research on behalf of any bidders.

  • CERTIFICATE OF SALE FORM: ORS 275.150 Certificate of Sale  At the time of sale, the sheriff shall give to each purchaser a certificate containing a particular description of the property sold, the whole purchase price, the amount paid in cash and the dates upon which future payments will become due.  This is separate from the optional Earnest Money Agreement.
  • DEEDS: Multnomah County makes no warranties or guarantees regarding the title to the properties offered for sale, but shall only sell and convey such interest as the County acquired by foreclosure or other means and holds at the time of sale.  The deed is the original acquired interest and not a substitute for independent title research and due diligence.  This is the interest which the County will grant.  Properties are deeded to the County after the Redemption Period has expired
  • ZONING MAP: There are important online resources for zoning, land use, permits, and related property information. Bidder to do their own due diligence.
  • URBAN RENEWAL: Some properties may be located within a PDC Urban Renewal Area or City of Gresham Urban Renewal Area.
  • DART RESOURCES: The Division of Assessment, Recording and Taxation (DART) has research tools including Records and https://multcoproptax.com.
  • NOTICES OF VIOLATION: Some of the properties may have been subject to Notices of Violation.  The buyer will be responsible for the underlying conditions upon sale.  The Notices should be independently researched:
  • LIENS: Under ORS 312.214 and ORS 312.270, the County’s ownership of property after foreclosure is of “utmost stability” and “free from all liens and encumbrances.” Multnomah County has confirmed with the City of Portland that after the Closing of a subject property, they will release all liens after confirmation from the County of sale to a private party.
  • Despite the clear and straightforward language in the statute, title companies often continue to show non-municipal liens on title reports after foreclosure and sale by the County.  The County pays or the municipality removes any assessments attributable to violations assessed for conditions during County ownership.
  • TITLE INSURANCE: The County does not provide title insurance.  Bidders should do their due diligence on the insurability of any property, any encumbrances, easements, or restrictions, or other elements of title.
  • SURVEY: Multnomah County has no obligation to survey the properties.  The presence or an absence of a survey commissioned by Multnomah County for a subject property does not imply any condition or satisfaction of boundary, title, or accessibility of any property.  When a survey is commissioned, it is linked here.  Also, Multnomah County Survey and Assessor Image Locator: SAIL

  • IRS LIENS: Some properties may have had IRS Liens.  It is the responsibility of the Purchaser to investigate.  The County does not pay IRS Liens.

    • None

  • INTERIOR CONDITIONS: Some of the properties have conditions of mold, lead paint and structural compromise that make interior access impractical.  These interior photos provide some indication of the conditions without any independent investigation by Multnomah County.  The properties are sold "AS IS."

    • No improvements in offered properties.

  • LEAD BASED PAINT: Deconstruction of older improvements often include hazardous materials including, but not limited to, lead based paint.  County has no reports on subject properties. Not applicable; no improvements in offered properties.

  • OREGON DEQ: DEQ has information on heating oil tanks and other conditions.  Asbestos information is also available at DEQ.  Environmental Cleanup information is available at ECSI Database.

  • CONDOMINIUM DOCUMENTS: Not applicable.
