Job description

EXAMPLES OF DUTIES:

  • Perform comprehensive analysis of health policies and laws in support of the development and implementation of department and communitywide health agendas; create and author policy briefs, position statements, and related documents.
  • Provide support to department management in recommending and implementing policies, guidelines, and procedures; perform complex research and analysis of new or proposed public policies, proposed legislation, federal or state guidelines, taxes, services, and regulations in order to determine short- and long-term impacts to department and countywide priorities, programs, and resources; develop guidelines, standards, and prepare opinions to forecast trends, guide decision-making, resource allocations, and formulate policy.
  • Conduct research following a prescribed research design and use mathematical models to analyze data for socio-economic phenomena and health care and outcomes; apply data to answer specific questions and make appropriate recommendations; assist in developing proposals for funding.
  • Research and analyze sensitive, controversial, and highly visible public health policy issues; conduct feasibility studies and analysis on best practices and trends; draft, review, and edit reports, articles, and presentations; present results to management.
  • Function as a recognized community technical resource/subject matter expert in the area of policy analysis and development; develop plans to measure progress toward change efforts; conduct literature reviews and compile information regarding best practices in public policy and policy analysis; provide advice and consultation to businesses, agencies, employers and other entities.
  • Testify at hearings; speak at events regarding changes in legislation, service delivery, and public policy; present cost-benefit analysis and estimated or anticipated community or organizational impact; represent the department at meetings and intergovernmental activities to influence legislative and regulatory changes and advocate for the county; act as representative on committees, interagency task forces, and special projects providing expert guidance and support.
  • Create, establish, and maintain systems for tracking policies, legislative changes and proposals, health and human services systems, and environmental changes; determine program effectiveness to predict outcomes and trends of public policy initiatives and programs.

MINIMUM QUALIFICATIONS GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.

Health Policy Analyst Senior

Training and experience for this advanced level, professional classification is typically equivalent to a master's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 9-12 years of qualifying training and/or experience).

Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and/or additional training, licenses, or certificates.
