This is a standalone job profile and is not part of a series. This is a single incumbent job profile which serves as the primary veterinary practice advisor for Multnomah County Animal Services.

Job description

EXAMPLES OF DUTIES:

  • Plan, organize, manage, and administer the activities of the Animal Services Division as the Medical Director; develop and implement program and strategic planning; implement and assist in the development of Animal Services policies, procedures, business practices; evaluate goals, objectives, priorities, and activities to improve performance and outcomes; recommend and establish administrative controls and improvements; develop procedures to implement new and/or changing regulatory requirements; serve as a member of the management team. 
  • Provide professional medical veterinarian services including performing surgical procedures, making referrals to specialists to improve quality of life for animals, and maintaining control of restricted drugs; assess needs for direct medical services; provide subject matter expertise in infectious disease management and protocols; oversee and monitor medical services and surgeries.
  • Monitor accreditations; oversee State facility licensing; interact with the FDA and veterinary board to ensure controlled substance protocols are followed; provide expertise in legal cases.
  • Develop, administer, assist, and monitor budgets; develop justifications for budgetary recommendations and/or adjustments; participate in forecasting additional funds for staffing and resources; identify, obtain, and manage funding from grants and community partners; participate in the interpretation, negotiation, management, and enforcement of contracts; coordinate the finalization of budgets to ensure timely submission of the department budget.
  • Provide expert guidance to other departments, the general public, and/or outside agencies; represent the county to the public, elected officials, other agencies, governments, and organizations including making presentations, participating in meetings, and conducting community outreach; act as representative on committees, interagency task forces, and special projects; respond and resolve confidential and sensitive inquiries; investigate complaints and recommend corrective actions as necessary.
  • Analyze and review federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance; conduct analysis on best practices and trends, and formulate and implement recommendations.
  • Provide direction, guidance, and leadership to staff; advise on the more complex and sensitive concerns and issues.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.

Animal Services Medical Director

Training and experience for this advanced level, professional classification includes graduation from a veterinary college or a veterinary department of a university or college of good standing and repute and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position.

Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and/or additional training, licenses, or certificates.
