Assessment & Taxation Technician Series Positions in this series perform a variety of office, technical, and customer service duties in support of assessment, recording, and taxation.

Job description

EXAMPLES OF DUTIES:

  • Provide customer service in person and electronically; provide information about services such as recording, assessment, taxes, marriage licenses, domestic partnership registration, passports, and tax appeals.
  • Print tax statements, process mail, handle electronic communication requests, mail informational circulars, and maintain records.
  • Process tax payments; handle cash; assist customers with records and recording processes; review documents presented to determine compliance with statutes and regulations; and determine and receive fees.
  • Collect, enter, and maintain assessment and taxation information and records in a variety of databases and software; ensure data integrity.
  • Update the tax roll; maintain ownership and property records and data; review and distribute property returns; perform research, verifications, and corrections.
  • Assist with the collection of delinquent personal property accounts, real property foreclosures, overpayment or duplicate payment research and taxpayer notification, and the senior and disabled deferral application process; release and dismiss personal property warrants.
  • In addition to the above duties, the Assessment & Taxation Technician 2 will: lead and guide day-to-day activities and/or act as project lead for designated work groups and special projects; monitor and review unit workflow; coordinate and perform complicated property records functions such as processing land divisions, consolidations, lot line adjustments, and status changes; assist taxpayers, colleagues, and the public to resolve difficult issues and concerns; coordinate and perform complex data entry and verification functions; identify ownership discrepancies; work with grantor/grantee regarding ownership transfers; oversee the foreclosure process, manufactured structure ownership transfers, personal property collection projects, payment processing, daily deposits, processing of special assessment and exemption applications, and the bankruptcy caseload; perform complex value and tax calculations; gather data from various sources and use appraisal guidelines and valuation tables to calculate market values for property changes; adjust maximum assessed values accordingly; process and track appeals, petitions, and applications; analyze data to provide valuation and/or action recommendations for personal property appeals; enter appeal data, prepare documentation, schedule public hearings, and interface with customers and other agencies; conduct field inspections of situs locations and interview or confer with property owners, tenants, neighbors, and others to verify account data, use, and to monitor compliance; conduct field audits of personal property assets; prepare and revise operating procedures, forms, reports, and rules.
  • Perform other duties as assigned.

  • Perform the full range of duties, working independently, applying well-developed subject knowledge, and exercising judgment and initiative.
  • Receive occasional instruction or assistance as new or unusual situations arise.
  • Fully aware of the operating procedures and policies within the work unit.
  • Work is reviewed based on compliance, appropriateness, and effectiveness in meeting goals and deadlines.
  • Receive general supervision from manager or staff.

Assessment & Taxation Technician 2

  • Advanced level
  • Administrative Support
  • Perform the most difficult assignments requiring a higher level of responsibility, applying advanced subject knowledge, and exercising significant independent judgment and initiative.
  • Receive work assignments in terms of objectives, priorities, and deadlines.
  • Work is reviewed for technical accuracy, compliance to program objectives, and overall results.
  • Receive general supervision from manager.
  • May exercise functional and technical supervision over staff.

MINIMUM QUALIFICATIONS GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.

Assessment & Taxation Technician 1

Training and experience for journey level, administrative support classifications are typically equivalent to completion of the twelfth grade and one (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 1-4 years of qualifying training and/or experience).

Assessment & Taxation Technician 2

Training and experience for advanced level, administrative support classifications are typically equivalent to completion of the twelfth grade and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 3-6 years of qualifying training and/or experience).

Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and/or additional training, licenses, or certificates.
