This is a standalone job profile and is not part of a series. This is a single incumbent classification that performs executive and strategic duties supporting the Chief Operating Officer with the administration and direction of county operations, act as a key advisor, and directs the functions of a department and key internal services.

Job description

EXAMPLES OF DUTIES:

  • Provide executive direction for the Department of County Management (DCM) and Department of County Assets (DCA); plan, organize, manage, and administer operations, programs, and functions for internal services, including Assessment and Taxation (DART), Budget, Emergency Management, Facilities and Property Management, Finance, Human Resources, Information Technology (IT), and Records Management; directs and oversees the Complaints Investigation Unit (CIU); establishes, implements and monitors policies for efficient department operations; direct and coordinate department directors in the preparation of the budget.
  • Develop and implement program and strategic planning; implement and oversee the development of countywide policies, procedures, and business practices; evaluate goals, objectives, priorities, and activities to improve performance and outcomes; recommend and establish administrative controls, improvements, ordinances and regulations; develop procedures to implement new and/or changing regulatory requirements.
  • Provide executive expertise to the Department Director Principal (COO) in developing and implementing strategic plans, annual goals and objectives and county business, mission and goals; recommend effective programs, policies, procedures, ordinances and regulations; oversee and prepare reports, policy reviews and studies; present information regarding the county’s financial status, goals, objectives, operations, successes and challenges; execute special projects and studies; serve as a senior level advisor to the County Chair and Board of Commissioners.
  • Direct and approve through subordinate director(s) and manager(s) the planning, prioritizing, assigning, supervising, training, and review of the work of a diverse workforce; act as a resource, and provide direction, guidance, and leadership to staff; advise on the more complex and sensitive concerns and issues; select, direct, and manage the work of consultants.
  • Provide expert guidance to other departments, the general public, and/or outside agencies; represent the county to the public, elected officials, other agencies, governments, and organizations including making presentations, participating in meetings, and conducting community outreach; act as representative on committees, interagency task forces, and special projects; respond and resolve confidential and sensitive inquiries; investigate complaints and recommend corrective actions as necessary.

QUALIFICATIONS GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.

Training and experience for advanced level, professional classifications are typically equivalent to a bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience).
