Job description

EXAMPLES OF DUTIES:

  • Perform a variety of complex research and strategic analysis supporting the county’s economic development programs, strategies, goals, and objectives.
  • Develop, prepare, and implement the annual Economic Development and Strategic Plan and other short­ and long-term strategic goals, plans, and initiatives; analyze feasibility of projects, determine financial impacts, and formulate project recommendations.
  • Provide support to department management in recommending and implementing policies, guidelines, and procedures; analyze and review federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance; conduct budget analysis; may provide expert testimony before government agencies.  
  • Research and prepare complex economic development proposals and reports; identify barriers and prepare recommendations to address issues.
  • Collaborate with local, regional, and state economic development agencies on business recruitment, retention, and local economic development efforts; manage and support economic development projects and programs; research and develop financing options; negotiate property sales, funding, and intergovernmental agreements for new and existing projects; coordinate efforts and information with departments to identify, attract, retain, and assist businesses.
  • Represent the county and serve as liaison to private businesses, public agencies, business groups, public and private associations, and trade associations and representatives including making presentations, participating in meetings to present and adopt economic development projects and plans; act as representative on committees, interagency task forces, and special projects providing expert guidance and support.
  • Prepare and produce management reports, contacts and grants, financial and marketing publications, departmental and business proposals, and various impact models; develop and manage databases to support business development, expansion, and recruitment efforts; develop, maintain, and coordinate economic and industrial data; research and compile demographic, economic, and business trends and best practices; perform complex market research.

MINIMUM QUALIFICATIONS GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.

Economic Development Analyst

Training and experience for advanced level, professional classifications are typically equivalent to a bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience).

Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and/or additional training, licenses, or certificates.
