Emergency Management Analyst Series Positions in this series develop and implement emergency management programs with department, county, regional, and statewide scope and impact.

Job description

EXAMPLES OF DUTIES:

  • Develop, implement, and maintain comprehensive emergency management strategic and work plans; recommend strategies, policies, procedures, and actions that will improve the program capabilities; consult with both county and external officials to determine needs and issues in the event of natural, human-caused, or technological disasters and other critical incidents.
  • Develop and perform trainings, exercises, and evaluations of emergency management plans to ensure compliance with local, state, and federal requirements; conduct analysis and prepare reports regarding potential hazards and risks; prepare and analyze damage assessments following natural or technological disasters and critical incidents; participate in the development of After Action Reports and Improvement Plans.
  • Facilitate, coordinate, and/or participate in county, state, and federal emergency response and recovery activities; develop, implement, and oversee exercise processes to assess the county’s ability to respond to disasters; coordinate communication and engagement with the general public and outside emergency officials and partners; coordinate services to the public during incidents.
  • Provide technical expertise regarding training design, methods, and techniques; coordinate planning and program development for internal and external emergency management partner training; design, implement, and deliver training sessions in a variety of areas.
  • Act as liaison with other emergency management officials and partners; serve on various county, state, and regional boards, committees, and community advisory groups; assist with and/or conduct special projects and studies; interact effectively with various organizations, partners, and populations during sensitive and high intensity situations and extended periods of time in order to reach emergency management outcomes and goals.
  • Maintain and operate emergency equipment and facilities; conduct inventory of materials and supplies; open and provide support of the Emergency Operations Center (EOC).
  • Prepare and apply for Federal Emergency Management Agency (FEMA) grants and apply for external funding opportunities.
  • In addition to the above duties, the senior level will: oversee and manage a variety of complex projects; plan, prioritize, assign, and check work progress to ensure completion within timelines; provide direction in technical areas, evaluate the effectiveness of emergency management policies, practices, programs, and functions and make revisions to achieve desired outcomes; monitor and assess quality assurance of program services and activities; take initiative and exercise leadership in achieving consensus among stakeholders on varied and complex issues.
  • Perform other duties as assigned.

  • Perform the full range of duties, working independently, applying well-developed subject knowledge, and exercising judgment and initiative.

  • Work is reviewed based on compliance, appropriateness, and effectiveness in meeting goals and deadlines.
  • Receive direction from manager or staff.
  • May exercise functional and technical supervision over staff.

Emergency Management Analyst Senior

  • Advanced level
  • Professional
  • Perform the most difficult assignments requiring a higher level of responsibility, applying advanced subject knowledge, and exercising significant independent judgment and initiative.
  • Receive work assignments in terms of objectives, priorities, and deadlines.
  • Work is reviewed for technical accuracy, compliance to program objectives, and overall results.
  • Receive direction from manager or staff.       
  • May exercise functional and technical supervision over staff.

MINIMUM QUALIFICATIONS GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying.  Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.

Emergency Management Analyst

Training and experience for journey level, professional classifications are typically equivalent to a bachelor's degree and one (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 5-8 years of qualifying training and/or experience).

Emergency Management Analyst Senior

Training and experience for advanced level, professional classifications are typically equivalent to a bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience).

Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and /or additional training, licenses, or certificates.

REQUIRED TRAINING, LICENSES, AND/OR CERTIFICATES:

Emergency Management Analyst

  • Completion of National Incident Management Systems (NIMS) courses, Independent Study (IS) 100, 200, 700, and 800 required.

Emergency Management Analyst Senior

  • Completion of National Incident Management Systems (NIMS) courses, Independent Study (IS) 100, 200, 700, and 800 required.
