This is a standalone job profile and not part of a series. Positions in this job profile plan, direct, and perform highly visible and sensitive projects for a department director or a division director of a large and complex department or at the corporate level by providing expertise regarding department-specific union collective bargaining agreements.

Job description

EXAMPLE OF DUTIES:

  • Lead the planning and implementation of projects; develop project plans; facilitate the definition of project scope, goals, milestones, and deliverables; define project tasks and resource requirements; plan and schedule project timelines; identify project risks and develop contingency plans; assemble and coordinate project staff; manage project budgets; communicate with stakeholders; create and maintain comprehensive project documentation.
  • Coordinate and oversee the department's public information and community outreach strategies and efforts; develop communication strategies; publish and edit department newsletter.
  • Provide strategic analysis and support to management in recommending and implementing policies, guidelines, and procedures; develop and conduct surveys for process improvement and other department issues; analyze and review federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance; conduct analysis on best practices and trends; review, edit and distribute department position papers.
  • Assist management with personnel matters, including labor issues and grievances, contract negotiations, and affirmative action and risk management; evaluate and recommend actions regarding department-wide personnel matters; may hire, prioritize, assign, supervise, and review the work of a diverse workforce; develop and revise work processes; establish work schedules; provide or coordinate staff training; manage performance and work with staff to correct deficiencies; monitor work performed to meet agreed upon goals and objectives.
  • Develop, administer, assist, and monitor budgets; develop justifications for budgetary recommendations and/or adjustments; participate in forecasting additional funds for staffing and resources; identify, obtain, and manage funding from grants and community partners; participate in the interpretation, negotiation, management, and enforcement of contracts; coordinate the finalization of budgets to ensure timely submission of the department budget.
  • Provide expert guidance to other departments, the general public, and/or outside agencies; represent the county to the public, elected officials, other agencies, governments, and organizations including preparing and making presentations, participating in meetings, and conducting community outreach; act as representative on committees, interagency task forces, and special projects; respond and resolve confidential and sensitive inquiries; investigate complaints and recommend corrective actions as necessary.

MINIMUM QUALIFICATIONS GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.
 

Management Analyst
Training and experience for advanced level, professional classifications are typically equivalent to a bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience).
 
Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and/or additional training, licenses, or certificates.
