Research Evaluation Analyst Series Positions in this series provide applied research and program evaluation work in the design, research, evaluation, and implementation of formal projects and studies.

Job description

EXAMPLES OF DUTIES:

  • Support research and evaluation projects and teams; assist in the creation of data collection material, development of research defined questions, conduct or validate interviews with clients, facilitate focus groups, and perform statistical analysis or sampling; contribute to dissemination of research through reports, manuscripts, publications, and websites.
  • Collect, analyze, maintain, and manage data; perform research and literature reviews to abstract, scrub, and validate data.
  • Participate in the design of process and outcome evaluations and performance measures; create data management and collection systems; perform survey instrument design and testing, update databases, generate descriptive statistics, and test and validate findings.
  • Train on surveying techniques; conduct briefing sessions or workshops; draft, prepare, and distribute reports; develop forms and procedures.
  • May design and conduct simple surveys, analyze results, perform trend and statistical calculations highlighting trends, and prepare periodic status reports.
  • In addition to the above duties, the Research Evaluation Analyst 2 will: independently plan, design, and conduct moderately complex small to medium-sized analytical studies or evaluations; lead and formulate multiple project objectives and performance measures; identify program needs and primary and secondary data sources; determine research strategies; design and evaluate data collection tools and methodologies; oversee and ensure high quality data collection, management and transformation; define data requirements and gather and validate data; consult with contracted service agencies and key stakeholders; coordinate development and implementation of data collection processes and reporting systems; analyze data using analytical software; conduct descriptive and multivariate statistical analyses; examine current programs and policies and identify improvements; review and refine findings and recommendations; design moderately complex survey instruments; conduct complex surveys, random sampling, multiple regression analyses, and qualitative analyses; formulate mathematical or simulation models of difficult problems; draft, review, and edit reports, articles, and presentations of study results, relevant findings, and evidence based recommendations; present results to stakeholders.
  • In addition to the above duties, the senior level will: lead research or evaluation services for projects without clearly established models, often with multi-year duration, cross-department issues and multiple variables; perform in-depth qualitative or quantitative analysis, complex program evaluation, and policy analysis; recommend data-driven improvements of services and programs; collaborate on research and evaluation strategic planning, standards, grant activities, and budgets; design study processes and outcome evaluations; formulate complex performance measures; develop innovative data collection and analysis systems; interpret information to assist management with decision-making, policy formulation, or other program functions; compile, design, and present study findings, reports, and results to a wide variety of audiences; provide recommendations and implementation plans as a result of the analysis of study findings; provide leadership through consultation with team members, contracted service agencies, partner organizations, and the public; perform or assist in project management through mentoring, coaching, strategic planning, setting standards, and quality assurance.

Research Evaluation Analyst 1

  • Entry level

  • Perform the more routine duties as assigned with increasing independence.
  • Decisions made or actions taken require higher-level review and work is checked for progress and reviewed for quality and compliance to policy and procedures.
  • Typically, incumbents may use the entry level to obtain the proficiencies to qualify at the next level in the classification series.
  • Receive direction from manager or staff.
  • May exercise technical and functional supervision over staff.

Research Evaluation Analyst 2

  • Journey level
  • Professional
  • Perform the full range of duties, working independently, applying well-developed subject knowledge, and exercising judgment and initiative.
  • Receive occasional instruction or assistance as new or unusual situations arise.
  • Fully aware of the operating procedures and policies within the work unit.
  • Work is reviewed based on compliance, appropriateness, and effectiveness in meeting goals and deadlines.
  • Receive direction from manager or staff.
  • May exercise functional and technical supervision over staff.

Research Evaluation Analyst Senior

  • Advanced level
  • Professional
  • Perform the most difficult assignments requiring a higher level of responsibility, applying advanced subject knowledge, and exercising significant independent judgment and initiative.
  • Receive work assignments in terms of objectives, priorities, and deadlines.
  • Work is reviewed for technical accuracy, compliance to program objectives, and overall results.
  • Receive direction from manager or staff.              
  • May exercise functional and technical supervision over staff.

MINIMUM QUALIFICATIONS GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.

Research Evaluation Analyst 1

Training and experience for entry level, professional classifications are typically equivalent to a bachelor's degree and up to one (1) year of experience that demonstrates the ability to perform the duties of the position. (Equivalency 4-5 years of qualifying training and/or experience).

Research Evaluation Analyst 2

Training and experience for journey level, professional classifications are typically equivalent to a bachelor's degree and one (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 5-8 years of qualifying training and/or experience).

Research Evaluation Analyst Senior

Training and experience for this advanced level, professional classification is typically equivalent to a master's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 9-12 years of qualifying training and/or experience).

Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and/or additional training, licenses, or certificates.
