DCHS Community Budget Advisory Committee

At the Department of County Human Services, our CBAC helps ensure that community needs and priorities inform the department’s planning and budget decisions.

Multnomah County’s ten Community Budget Advisory Committees (CBACs) are made up of community volunteers who help shape how the County invests public resources. Each department’s CBAC appoints one member to serve on the Central Community Budget Advisory Committee, which makes countywide budget recommendations to the Chair and Board of County Commissioners.

At the Department of County Human Services, our CBAC helps ensure that community needs and priorities inform the department’s planning and budget decisions. Committee members collaborate with DCHS leadership to review proposed budgets, programs, and services, offering recommendations that reflect the values and needs of the residents we serve.

While not every recommendation is adopted, input from our CBAC strengthens decisions that improve how we deliver services, prioritize funding, and invest public resources in ways that advance equity and improve lives.

The Guiding Principles for DCHS's Community Budget Advisory Committee include:
Inclusively and intentionally lead with race, using an equity and empowerment lens 
Prioritize stable housing 
Consider the impact of decisions on vulnerable populations 
Preserve matching and leverages funding sources
• Protect programs and services that are not offered elsewhere or are core to our mission 
• Evaluate programs outcome or success in decision making
