Why is Multnomah County disposing of the Albina Library Annex?

The Library Capital Bond Program (LCBP) is currently renovating the Albina Library at 216 NE Knott St. and 205 NE Russell St. Albina Library Annex (the “Property”) was identified for potential future use as part of the Albina Library project, specifically as a potential site for outdoor civic green space, with the benefit of being used as a construction jobsite office, staging, and laydown area for Albina Library construction. Library Capital Bond Program (LCBP) funds were used to purchase the Property.

After additional evaluation of ongoing operating expenses and core library services, the site will not be incorporated into the Albina Library project. After completion of construction, the Property will no longer be needed. Proceeds from the disposition of this property will be directed to the Library Capital Bond Program.

What is the value of the property?

The assessed market value of the Albina Library Annex property is $565,450. The assessed market value is determined by the County Assessor and reflects the property’s current uses. The values do not take into account future uses of the properties and conversion to other uses, and may not be reflective of recent market trends. 

What is the zoning on the property?

Land use zoning for the property is set by the City of Portland. Albina Library Annex is zoned CM3d.

Is the building on the National Register of Historic Places?

No.

Disposition Process

How will the County gather public comments on the disposition of the property?

County Commissioners approved the disposition process on January 16, 2025. Members of the public can submit comments on the disposition of Gresham Library online. Comments can also be mailed to Dan Zalkow, Director, Multnomah County Facilities and Property Management, 401 N. Dixon St., Portland, OR 97227. Comments must be received by March 17, 2025.  

How will the County use public comment received during the comment period when considering a recommended offer for the property?

The Multnomah County Library District Board will consider public comments before voting on a recommended disposition pathway for the property.
