Why is Multnomah County disposing of the Gresham Library?

Gresham Library (at 385 NW Miller Ave., Gresham) is being replaced by a new 95,000 sq. ft. East County Library, which will open in 2026 at NW Eastman Pkwy and NW Division St., Gresham. The new library will include all the functions and services that the current library has.

Since the Multnomah County Library District will have no use for the Gresham Library building after East County Library opens, the District plans to sell the property. Proceeds from the disposition are planned for transfer to the Library Capital Bond Program, specifically the East County Library project budget. The East County Library project budget currently assumes the inclusion of proceeds from this disposition.

What is the value of the property?

The assessed market value of the Gresham Library property is $3.8 million. The assessed market value is determined by the County Assessor and reflects the property’s current uses. The values do not take into account future uses of the properties and conversion to other uses, and may not be reflective of recent market trends. The Library does not own the parking lot associated with the building.

Will the closing of a sale be scheduled to allow time for the relocation of the Library services to the new East County Library building?

Yes, the County will negotiate terms with buyers so that library operations can continue at Gresham Library until staff move to East County Library.

What is the zoning on the property?

Land use zoning for the property is set by the City of Gresham. Gresham Library is zoned DMU - Downtown Mixed-Use.

Is the building on the National Register of Historic Places?

No.

Disposition Process

How will the County gather public comments on the disposition of the property?

County Commissioners approved the disposition process on October 17, 2024. Members of the public were able to submit comments on the disposition of Gresham Library through November 7, 2024.

How will the County use public comment received during the comment period when considering a recommended offer for the property?

The Multnomah County Library District Board will consider public comments before voting on a recommended disposition pathway for the property.
