Multnomah County, in collaboration with the City of Portland, is upgrading the system used for certified payroll and labor compliance reporting. We're moving from LCPtracker to a new, streamlined platform called eComply (powered by B2Gnow).
This strategic transition will provide you with a more robust and accurate system for managing prevailing wage compliance and supplier diversity reporting for all your contracts with Multnomah County.

The target date for the official transition, where you will begin submitting all new reports in eComply, is January 1, 2026
Your Transition Requirements: Contractor Actions
To ensure a smooth transition, please follow the instructions below:

Transitioning During an Active Project | Before January 1, 2026: Continue to report in LCPtracker. After January 1, 2026: Stop all LCPtracker reporting and begin submitting all subsequent CPRs in eComply. |
New Projects | Any project starting on or after January 1, 2026, must report exclusively in eComply. |
Accessing Historical Data | All historical LCPtracker CPR data will be automatically migrated (mapped) to eComply. Once the system goes live, you will be able to view your historical records in eComply, provided all final LCPtracker reports were submitted on time. |

1. What is eComply and why are we making this change?
eComply is a web-based labor compliance system designed to simplify your reporting and management of prevailing wage and supplier diversity requirements. This move ensures a consistent, streamlined experience for contractors working with both Multnomah County and the City of Portland.
2. Where can I receive training for eComply?
Dedicated, customized training sessions and materials will be developed and delivered by the Multnomah County Supplier Diversity Team to ensure a smooth adoption of the new system. Details and invitations for training will be shared soon.
Note: County Project Managers are not responsible for training contractors on the new system. Please direct any system-related questions to the Supplier Diversity Team (contact information below).
3. When will eComply officially go live for my submissions?
The target Go-Live Date is January 1, 2026.
4. What will happen to my historical LCPtracker data?
The Supplier Diversity Team is working with B2Gnow and County IT will migrate all historical certified payroll records from LCPtracker into eComply. Provided you submit all outstanding reports by the December 15, 2025, deadline, you will be able to access all of your historical data in eComply on or after the Go-Live date.
