Key Go-Live Date and System Transition Information
Multnomah County is committed to ensuring a seamless transition from LCPtracker to eComply for our contracting partners. The transition to eComply is currently in progress. To ensure the system is fully operational and tested for production, the previously announced go-live date is no longer in effect.
Key Dates & Go-Live Timeline
- July 8, 2026 (11:59 PM): Last day to enter historical or current payroll records into LCPtracker for Multnomah County Projects. Contractor access will be revoked on July 9, 2026.
- July 9 – September 9, 2026: Data migration/System transition window. Contractors will not have access to LCPtracker or eComply. See submission instructions below.
- August 28, 2026: Contractor specialized training sessions officially begin.
- September 9, 2026: Official eComply System Go-Live. All active certified payroll reporting resumes in eComply.
System Transition Window
To maintain strict legal compliance with Oregon certified payroll reporting timelines during the system transition window, please follow these interim procedures:
- If you are performing trade labor subject to prevailing wage requirements for Multnomah County during the System Transition window (July 9, 2026 - Sept. 9, 2026), you must submit your weekly certified payrolls via email using the standard State of Oregon BOLI WH-38 form, provided below.

- Email your completed WH-38 forms weekly to WorkforceCompliance@multco.us with the email subject: [Business Name] - [First day of the payroll week/period] - [Project] (Example: ABC Labor Contractors, Inc. - June 7, 2026 - East County Library).
Submitting the WH-38 via email satisfies your immediate legal compliance with ORS 279C.845. However, you will be required to manually import/enter that exact same data into eComply once the system goes live on September 9, 2026 to ensure the electronic database of record is complete.
How Access Will Work
On or after September 9, simply log into your existing B2Gnow account and click the new "View in eComply" button to the left of any active project. The system will automatically create your profile and map your active contracts based on your current data. Do not try to register an independent account before this date.

- Click the new "View in eComply" button to the left of a project (visible after the new go-live date is established).
- This will automatically create your eComply profile and sync your active contracts.

What is eComply and why are we making this change?
eComply is a web-based labor compliance platform designed to simplify the reporting and management of prevailing wage and supplier diversity requirements. This move ensures a consistent, streamlined compliance experience for contractors working with both Multnomah County and the City of Portland.
When exactly do I need to switch from LCPtracker to eComply?
You should continue to use LCPtracker normally for all certified payroll reporting until July 8, 2026. After that date, your access to LCPtracker will end, and you will use the temporary email process until eComply launches on September 9, 2026. However, you will be required to manually import/enter that exact same data into eComply once the system goes live on September 9, 2026 to ensure the electronic database of record is complete.
What will happen to my historical LCPtracker data?
The Supplier Diversity Team is partnering with B2Gnow and County IT to safely migrate historical certified payroll records from LCPtracker into eComply. All successfully completed records will be accessible to you in the new system on or after September 9, 2026.
Will I be penalized for a delay in certified payroll submissions during this transition?
No. The Supplier Diversity Contract Compliance team will not issue violation letters or penalties for delayed electronic submissions resulting directly from this scheduled system transition window. However, you must still submit your weekly WH-38 forms via email to maintain interim compliance.
When can I log in and start working in the system?
When the system goes live on September 9th. We intentionally scheduled contractor training sessions to align with this date; the first trainings will cover B2Gnow account updates to make sure that the data that migrates over to eComply at go-live is correct, followed by eComply account trainings after go-live.
