Positions in this series perform a variety of property appraisals and valuations for taxation purposes.
Job description

EXAMPLES OF DUTIES:

  • Conduct field audits and property inspections to collect and verify property data and improvements; analyze zoning regulations and land use restrictions; determine the availability of utilities; review various maps and aerial photographs to determine boundaries and conditions of properties; determine use, type of construction, quality and materials; measure and diagram properties and verify property descriptions; determine property’s highest and best use; inspect improved property to determine use, condition and construction information; classify properties.

  • Interview property owners, agents, tenants and associated parties; research and compile sales data and rental/lease information; identify comparable properties; review value changes and audit reports; perform annual value estimates for properties; correlate land value estimates with improvement values to establish property market value.

  • Act as resource for property owners and/or representatives regarding market and appraised values; explain rights and procedures; interpret, apply and explain appraisal rules, regulation, laws and ordinances; investigate complaints and determine and initiate corrections.

  • Conduct personal property valuation and audits; review and reconcile  business records, financial reports, tax returns, value changes and audit reports; compare fixed assets ledger to actual assets at the property site and reconcile audit findings; review and calculate market and assessed value; contact market sources and gather data to substantiate market values.

  • Prepare and submit narratives and details records, reports and appraisal findings and determine and prepare value estimates using complex income, market and cost approaches; maintain files, summaries and graphic materials; prepare scale drawings of buildings and structures; prepare appeal reports for the Board of Property Tax appeals and the Department of Revenue and Tax Court hearings.

In addition to the above duties, the following Property Appraiser 2 job profiles will:

  • Residential Property Appraiser 2: Conduct complex residential field audits and property and improvement inspections; research and analyze sales data, rental information, deeds and other pertinent appraisal facts from owners, agents, tenants and associated parties; research and analyze sales information of residential, farm, two-to-four unit multifamily, floating homes, manufactured homes, land and related items for use in market analysis, sales studies and appraisals; correlate land value estimates with improvement value to determine property market value; develop, maintain and provide training of CAMA mass appraisal models; compile data regarding green belt deferral, farm use and small tract options; testify as an expert witness at Board of Property Tax appeals and the Department of Revenue and Tax Court hearings; and provide technical support and assist in training of new appraisers.

  • Commercial and Industrial Property Appraiser 2: Conduct complex commercial and industrial field audits and property and improvement inspections; research and compile sales data, rental/lease information, and other pertinent appraisal facts from owners, agents, tenants and associated parties; research and analyze sales information, deeds and new construction cost data from commercial, industrial, land and other market value appraisal data; estimate machinery and equipment and industrial personal property value with the land and structure value to determine industrial market value; develop, maintain and provide training of CAMA mass appraisal models; analyze and deconstruct/reconstruct  income and expense information to determine market rents, capitalization rates and factors; testify as an expert witness at Board of Property Tax appeals, Department of Revenue and Tax Court hearings; and provide technical support and assist in training of new appraisers.

In addition to the above duties, the following Property Appraiser Senior job profiles will:

  • Residential Property Appraiser Senior: Provide lead direction work activities; prioritize and coordinate work assignments; review work for accuracy and content; evaluate projects, activities, and processes; monitor work performed to meet agreed upon goals and objectives; conduct the most complex and difficult residential field audits and property and improvement inspections; act as a subject matter expert in researching, analyzing, interpreting and advising staff, officials and the general public regarding laws, statutes, administrative rules, guidelines and court rulings; provide recommendations for organizational strategies, priorities, practices, procedural and technology improvements and modifications; develop complex data economic trends; coordinate case management and assist in litigation strategy for appeals; provide project planning, implementation and lead direction for work assignments and special projects, including the CAMA mass appraisal models.

LEVEL AND TYPE OF WORK AND/OR SUPERVISION:

Property Appraiser 1

  • Entry level

  • Paraprofessional

  • Perform the more routine duties as assigned with increasing independence.

  • Decisions made or actions taken require higher level review and work is checked for progress and reviewed for quality and compliance to policy and procedures.

  • Typically, incumbents may use the entry level to obtain the proficiencies to qualify at the next level in the classification series.

  • Receive general supervision from manager or staff.

  • Primary assignments are to assist with field audits and inspections of properties and improvements or perform non-complex properties and real property valuations by researching, interpreting and applying data related for property appraisal and tax assessment purposes.

Residential Real Property Appraiser 2

  • Journey level

  • Paraprofessional

  • Perform the full range of duties, working independently, applying well developed subject knowledge, and exercising judgment and initiative.

  • Receive occasional instruction or assistance as new or unusual situations arise.

  • Fully aware of the operating procedures and policies within the work unit.

  • Work is reviewed based on compliance, appropriateness, and effectiveness in meeting goals and deadlines.

  • Receive general supervision from manager or staff.

  • Primary assignments are to conduct complex field audits and inspections for residential property valuations by researching, interpreting and applying complex data for property appraisal and tax assessment purposes.

Commercial and Industrial Property Appraiser 2

This position will conduct highly complex and difficult field audits and inspections for commercial and industrial properties, personal property and Industrial personal property valuations by researching, interpreting and applying complex data for property appraisal and tax assessment purposes.

MINIMUM QUALIFICATIONS GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.

Property Appraiser 1

Training and experience for entry level, paraprofessional classifications are typically equivalent to an associate's degree and up to one (1) year of experience that demonstrates the ability to perform the duties of the position.(Equivalency 2-3 years of qualifying training and/or experience).

Residential Property Appraiser 2 / Commercial and Industrial Property Appraiser 2

 Training and experience for journey level, paraprofessional classifications are typically equivalent to an associate's degree and one (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 3-6 years of qualifying training and/or experience).

Residential Property Appraiser Senior / Commercial and Industrial Appraiser Senior

Training and experience for advanced level, paraprofessional classifications are typically equivalent to an associate's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 5-8 years of qualifying training and/or experience).

Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and/or additional training, licenses, or certificates.

REQUIRED TRAINING, LICENSES, AND/OR CERTIFICATES:

  • Possession of an Oregon State Appraiser Registration as outlined in ORS 308.010.
