EXAMPLE OF DUTIES:
- Plan, organize, manage, and administer programs and functions of the Department of County Management and key centralized functions, including budget, finance, human resources, workplace security, evaluation and research, and county strategic planning; develop and implement program and strategic planning; implement and oversee the development of countywide policies, procedures, and business practices; evaluate goals, objectives, priorities, and activities to improve performance and outcomes; recommend and establish administrative controls, improvements, ordinances and regulations; develop procedures to implement new and/or changing regulatory requirements; oversee the department executive management team.
- Assist the County Chair and Board of Commissioners in developing and implementing strategic plans, annual goals and objectives and county business, mission and goals; recommend effective programs, policies, procedures, ordinances and regulations; oversee and prepare reports, policy reviews and studies; present information regarding the county’s financial status, goals, objectives, operations, successes and challenges; execute special projects and studies.
- Oversee the development and administration of the county’s annual budget; submit the budget to the Board of County Commissioners; prepare budget recommendations and forecasts funds for additional staffing and resources; monitor and approve expenditures; implement mid-year or other adjustments, identify, obtain, and manage funding from grants and community partners; participate in the interpretation, negotiation, management, and enforcement of contracts and grants.
- Provide leadership and direction to reporting directors overseeing assigned county departments, internal services, and countywide strategic planning efforts; direct and approve through subordinate director(s) and manager(s) the planning, prioritizing, assigning, supervising, training, and review of the work of a diverse workforce; act as a resource, and provide direction, guidance, and leadership to staff; advise on the more complex and sensitive concerns and issues; select, direct, and manage the work of consultants.
- Provide expert guidance to other departments, the general public, and/or outside agencies; represent the county to the public, elected officials, other agencies, governments, and organizations including making presentations, participating in meetings, and conducting community outreach; act as representative on committees, interagency task forces, and special projects; respond and resolve confidential and sensitive inquiries; investigate complaints and recommend corrective actions as necessary.

- Receive direction from the County Chair and Board of Commissioners.
- Exercise direct supervision over staff.
- Exercise indirect supervision through managers.
MINIMUM QUALIFICATIONS GUIDELINES:
Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.
Department Director Principal (COO)
Training and experience for advanced level, professional classifications are typically equivalent to a bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience).
Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and /or additional training, licenses, or certificates.
