Positions in this job profile perform executive and strategic duties supporting the Chief Operating Officer in the administration and direction of county operations, with responsibility over key internal services or a portfolio of county departments.
Job description

EXAMPLES OF DUTIES:

  • Provide executive direction and oversight to a portfolio of county departments or internal services; plan, organize, manage, and administer operations, programs, and functions for either internal services or an assigned portfolio of county departments; establish, implement, and monitor policies for efficient department operations.
  • Develop and implement program and strategic planning; implement and oversee the development of countywide policies, procedures, and business practices; evaluate goals, objectives, priorities, and activities to improve performance and outcomes; recommend and establish administrative controls, improvements, ordinances and regulations; develop procedures to implement new and/or changing regulatory requirements.
  • Provide executive expertise to the Department Director Principal (COO) in developing and implementing strategic plans, annual goals and objectives and county business, missions, and goals; recommend effective programs, policies, procedures, ordinances and regulations; oversee and prepare reports, policy reviews and studies; present information regarding the county’s financial status, goals, objectives, operations, successes, and challenges; execute special projects and studies; serve as a senior level advisor to the County Chair and Board of Commissioners.
  • Direct and approve through subordinate director(s) and manager(s) the planning, prioritizing, assigning, supervising, training, and review of the work of a diverse workforce; act as a resource, and provide direction, guidance, and leadership to staff; advise on the more complex and sensitive concerns and issues; select, direct, and manage the work of consultants.
  • Develop, administer, assist, and monitor budgets; develop and oversee the development of justifications for budgetary recommendations and/or adjustments; participate in forecasting additional funds for staffing and resources; identify, obtain, and manage funding from grants and community partners; participate in the interpretation, negotiation, management, and enforcement of contracts; coordinate the finalization of budgets to ensure the timely submission of the department budget.
  • Provide expert guidance to other departments, the general public, and/or outside agencies; represent the county to the public, elected officials, other agencies, governments, and organizations including making presentations, participating in meetings, and conducting community outreach; act as representative on committees, interagency task forces, and special projects; respond and resolve confidential and sensitive inquiries; investigate complaints and recommend corrective actions as necessary.
  • Perform other duties as assigned.

  • Receive work assignments in terms of objectives, priorities, and deadlines.
  • Work is reviewed for technical accuracy, compliance to program objectives, and overall results.
  • Receive direction from the Chief Operating Officer, and/or the County Chair and Board of Commissioners. 
  • Exercise direct supervision over staff.
  • Exercise indirect supervision through managers.
  • In the absence of the Chief Operating Officer, the Deputy over internal services assumes full responsibility.
  • When assigned to internal services, the position will be responsible for: Department of County Assets (DCA) & IT, Human Resources, Finance and Risk Management, Budget, Workplace Security, and Department of County Management (DCM) functions carried out by a reporting Deputy Director.
  • When assigned to county departments, the position will be responsible for a combination of the following: Health, Department of County Human Services (DCHS), Joint Office of Homeless Services (JOHS), Library, Department of Community Justice (DCJ), Department of County Services (DCS), and Emergency Management.

MINIMUM QUALIFICATIONS GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying.  Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.

Deputy Chief Operating Officer

Training and experience for advanced level, professional classifications are typically equivalent to a bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position.  (Equivalency 7-10 years of qualifying training and/or experience).

Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and /or additional training, licenses, or certificates.
