This is a standalone job profile and is not part of a series. This is a single incumbent job profile that provides medical supervision for emergency medical providers and advanced clinical direction to the emergency medical services (EMS) system.
Job description

EXAMPLE OF DUTIES:

  • Plan, organize, manage, and administer uniform standards of emergency care programs, operations, and functions; participate in the development and implementation of system and program strategic planning; implement and assist in the development of emergency medical services department policies, procedures, and business practices;  evaluate goals, objectives, priorities, and activities to improve performance and outcomes; recommend and establish administrative controls and improvements; develop procedures to implement new and/or changing regulatory requirements; serve as an advisor to elected officials.
  • Develop, administer, assist, and monitor budgets; develop justifications for budgetary recommendations and/or adjustments; participate in forecasting additional funds for staffing and resources; identify, obtain, and manage funding from grants and community partners; participate in the interpretation, negotiation, management, and enforcement of contracts; coordinate the finalization of budgets to ensure timely submission of the department budget.
  • Provide expert guidance to other departments, the general public, and/or outside agencies; represent the county to the public, elected officials, other agencies, governments, and organizations including making presentations, participating in meetings, and conducting community outreach; act as representative on committees, interagency task forces, and special projects; respond and resolve confidential and sensitive inquiries; investigate complaints and recommend corrective actions as necessary.
  • Provide direction, guidance, and leadership to staff; advise on the more complex and sensitive concerns and issues; accompany emergency medical providers during the performance of medical duties for the purpose of supervision, education, and system evaluation; participate in the continuing education and training of emergency medical providers; solicit input regarding emergency medical service standards from medical staff, government agencies, and other interested parties.
  • Develop emergency medical care standards for provision of on-line medical control, priority dispatch/pre-arrival instructions, advanced life support and basic life support patient care protocols, accreditation requirements for pre-hospital care personnel, operational criteria for first response vehicles, response times, transporting and transferring of patients between hospitals, and the provision of medical services in areas of public assembly.
  • Approve emergency medical technicians for practice in Multnomah County; establish policies and due process for the limiting of practice of emergency medical providers, including probation, suspension, or revocation of physician orders.
  • Analyze and review federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance; conduct analysis on best practices and trends, and formulate and implement recommendations; develop and communicate emergency medical care standards consistent with the Ambulance Service Plan and county code and rules.

MINIMUM QUALIFICATIONS GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.
 
EMS Medical Director
Training and experience for advanced level, professional classifications are typically equivalent to a bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience).
 
Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and/or additional training, licenses, or certificates.

REQUIRED TRAINING, LICENSES, AND/OR CERTIFICATES:

  • License to practice medicine in the State of Oregon and Board certification in emergency medicine is required.
  • CPR certification required.
  • Completion of an internship and residency as they relate to the assignment is required.
