Positions in this series manage information technology implementation or enhancement projects from inception to completion, including planning, procuring, executing, and managing the people, resources, and scope. 
Job description

EXAMPLE OF DUTIES:

  • Lead the planning and implementation of projects that span multiple county departments; develop project plans; facilitate the definition of project scope, goals, milestones, and deliverables; define project tasks and resource requirements; identify estimates for each task, dependencies between each task, and the priority of all tasks; determine project integration points with other applications and business processes; plan and schedule project timelines; identify project risks and develop contingency plans; assemble and coordinate project staff; manage project budgets; communicate with stakeholders; manage customer expectations throughout the project lifecycle; create and maintain comprehensive project documentation.
  • Manage and coordinate work among project team members; establish, maintain, and manage relationships with third parties/vendors; consult with clients, staff, and stakeholders to resolve issues, address changes, and escalate risks; organize, facilitate, and participate in meetings of stakeholder groups to identify needs and build consensus and collaboration; identify and manage desired outcomes and expectations; provide direction and support to project team; provide project team performance evaluation feedback to managers throughout the project.
  • Recommend and assist in the implementation of goals and objectives; evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; recommend and implement policies and procedures; assist in the development and administration of the budget; participate in forecasting additional funds for staffing and resources; prepare various reports on operations and activities.
  • Monitor, review and analyze project progress against project plans; implement and manage project changes and update plans; incorporate process improvements throughout the project lifecycle; prepare and present status reports defining progress, problems, and solutions; create and implement change management strategies and plans that maximize employee adoption and minimize resistance.
  • Respond to and resolve confidential and sensitive inquiries; provide expert guidance to other departments, the general public and/or outside agencies; investigate complaints and recommend corrective actions as necessary; act as representative on committees, interagency task forces, special projects, and other community outreach activities as assigned.
  • Analyze and review federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance; conduct analysis on best practices and trends, and formulate and implement recommendations.

  • Work is reviewed for technical accuracy, compliance to program objectives, and overall results.         
  • Receive administrative direction from management.  
  • May exercise technical and functional supervision over staff.
  • May exercise direct supervision over staff.
  • Manage small to medium multi-disciplinary project teams.
  • Manage projects that are low to moderate in complexity due to technical, business, or departmental requirements.

 
IT Project Manager 2

  • Perform the most difficult assignments requiring a higher level of responsibility, applying advanced subject knowledge, and exercising significant independent judgment and initiative.
  • Receive work assignments in terms of objectives, priorities, and deadlines.
  • Work is reviewed for technical accuracy, compliance to program objectives, and overall results.         
  • Receive administrative direction from management.  
  • May exercise technical and functional supervision over staff.
  • May exercise direct supervision over staff.
  • Manage medium to large multi-disciplinary project teams.
  • Manage projects that are moderate to high in complexity due to technical, business, or departmental requirements.
  • Manage multiple projects simultaneously or one very large project.

MINIMUM QUALIFICATIONS GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.
 
IT Project Manager 1
Training and experience for advanced level, professional classifications are typically equivalent to a bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience).
 
IT Project Manager 2
Training and experience for advanced level, professional classifications are typically equivalent to a bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience).
 
Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and /or additional training, licenses, or certificates.
