Positions in this series oversee the planning, establishment, execution, and evaluation of a multifaceted program typically consisting of a set of closely related programs, functions, and activities within a division of a county department that generally has external impacts, requirements, and services. Levels are differentiated based on scope, size, and complexity of the program(s), as defined in the specific requirements section.
Job description

Program is defined as distinct services, operations, and/or functions which provide specialized professional services that may be internal and/or external focused; focus on achieving a well-defined organizational objective or set of objectives; administer its own program, policies, procedures, and goals; develop and manage its own budget separate from the department and/or division; operate under guidelines established by a manager; develop short- and long-term strategic plans that are monitored for desired outcomes; ensure program compliance with regulatory or performance guidelines; typically involve interaction of other agencies and/or organizations; staff has acquired the specialized expertise required for managing a program and performs related professional and technical duties.

EXAMPLES OF DUTIES:

  • Set the expectations, priorities, deadlines, administrative direction, and desired outcomes for a multifaceted program; plan, organize, manage, and administer functions, activities, and services of a single, large-scale program or multiple programs; develop and implement program and strategic planning; implement and assist in the development of program policies, procedures, and business practices; evaluate goals, objectives, priorities, and activities to improve program performance and outcomes; recommend and establish administrative controls and improvements; develop procedures to implement new and/or changing regulatory requirements; serve as a member of the management team.
  • Direct and approve through subordinate supervisor(s) the planning, prioritizing, assigning, supervising, training, and review of the work of a diverse workforce; act as a resource, and provide direction, guidance, and leadership to staff; advise on the more complex and sensitive concerns and issues; may select, direct, and manage the work of consultants.
  • Develop, define, and conceptualize new enterprise or joint ventures among various agencies to create innovative or more effective services. 
  • Develop, administer, assist, and monitor budgets; develop justifications for budgetary recommendations and/or adjustments; participate in forecasting additional funds for staffing and resources; identify, obtain, and manage funding from grants and community partners; participate in the interpretation, negotiation, management, and enforcement of contracts; coordinate the finalization of budgets to ensure the timely submission of the department budget.
  • Develop, implement, and maintain quality management and change management plans and systems to ensure compliance and achieve program outcomes.
  • Provide expert guidance to other departments, the general public, and/or outside agencies; represent the county to the public, elected officials, other agencies, governments, and organizations including making presentations, participating in meetings, and conducting community outreach; act as representative on committees, interagency task forces, special projects, and other community outreach activities; respond and resolve confidential and sensitive inquiries; investigate complaints and recommend corrective actions as necessary.
  • Analyze and review federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance; conduct analysis on best practices and trends, and formulate and implement recommendations.

LEVEL AND TYPE OF WORK AND/OR SUPERVISION:

Manager 1

  • Advanced level
  • Professional
  • Perform the most difficult assignments requiring a higher level of responsibility, applying advanced subject knowledge, and exercising significant independent judgment and initiative.
  • Receive work assignments in terms of objectives, priorities, and deadlines.
  • Work is reviewed for technical accuracy, compliance to program objectives, and overall results.
  • Receive administrative direction from management.
  • Exercise direct supervision over staff.
  • Specific requirements: exercise indirect supervision through supervisors and/or lead workers.
  • When exercising indirect supervision through lead workers as opposed to reporting supervisors: the program size must be substantial enough to warrant the need for lead workers to carry out day-to-day program oversight (i.e. the position is approaching, or, meets some Manager 2 level specific requirements); and the span of control/organization chart must be large enough to justify indirect supervision through lead workers, with easily identifiable team(s) that lead workers are responsible for.                                                                                                                    

Manager 2

  • Perform the most difficult assignments requiring a higher level of responsibility, applying advanced subject knowledge, and exercising significant independent judgment and initiative.
  • Receive work assignments in terms of objectives, priorities, and deadlines.
  • Work is reviewed for technical accuracy, compliance to program objectives, and overall results.
  • Receive direction from executive management.
  • Exercise direct supervision over staff.
  • Exercise indirect supervision through managers, supervisors, and/or lead workers.
  • Specific requirements: responsible for 5-9% of the total division budget, one (1) to two (2) non-represented direct reports, and 5-9% of FTEs in the division. 

Manager Senior

  • Advanced level
  • Professional
  • Perform the most difficult assignments requiring a higher level of responsibility, applying advanced subject knowledge, and exercising significant independent judgment and initiative.
  • Receive work assignments in terms of objectives, priorities, and deadlines.
  • Work is reviewed for technical accuracy, compliance to program objectives, and overall results.
  • Receive direction from executive management.                                           
  • Exercise direct supervision over staff.
  • Exercise indirect supervision through managers, supervisors, and/or lead workers.
  • Specific requirements: responsible for a minimum of 10% of the total division budget, a minimum of two (2) non-represented direct reports, and a minimum of 10% of FTEs in the division.

MINIMUM QUALIFICATIONS GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying.  Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.

Manager 1

 Training and experience for advanced level, professional classifications are typically equivalent to a bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position.  (Equivalency 7-10 years of qualifying training and/or experience).

Manager 2

Training and experience for advanced level, professional classifications are typically equivalent to a bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position.  (Equivalency 7-10 years of qualifying training and/or experience).

Manager Senior

Training and experience for advanced level, professional classifications are typically equivalent to a bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position.  (Equivalency 7-10 years of qualifying training and/or experience).

Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and /or additional training, licenses, or certificates.
