Positions in this series perform research and analysis related to planning work.
EXAMPLES OF DUTIES:
Research legal, historic, and environmental regulations related to specific properties; conduct on-site investigations of properties necessary to the research in developing reports.
Review property development and construction for code compliance; conduct grading and erosion control inspections related to approved permits.
Prepare graphics and maps; draft reports to present proposed plan elements and supporting data.
Act as liaison with agencies and citizen groups to both present proposals and gather information and public reaction.
Provide zoning assistance with applicants for specific development proposals.
In addition to the above duties, the Planner 2 will: conduct research and analyze data related to the development of plans to include physical, environmental, social, economic, institutional, energy, legal, and aesthetic factors; develop alternative policies or strategies to meet plan objectives; prepare zoning action requests such as variances, lot of exception, Willamette River's greenway, and others; supervise construction projects, contractors, and vendors involved in planning or construction programs; monitor contracts or grants; plan and promote special projects or events; work with the public, volunteer groups, and media; write and publish manuals, brochures, and press releases; conduct public meetings; research and process zoning violation investigations with inspectors, property owners, and other governmental bodies or agencies; assist landowners in the process of land division, write reports, and conduct staff duties at hearings; assist management with the budget process; work as a member of an interdisciplinary team to complete parts of major plan revisions and updates; write ordinance language to implement plan policies; provide staff support to the Planning Commission and Board by preparing Staff Reports, presenting Staff Recommendations at hearings, and writing Final Decisions; serve on advisory groups; coordinate with contractors on projects related to studies in such areas as historic resources, hazards, wetlands, or design elements for economic development.
In addition to the above duties, the Planner Senior will: provide lead direction of work activities; prioritize and coordinate work assignments related to Land Use Planning (LUP) or Transportation; review work for accuracy and content; evaluate projects, activities, and processes; monitor work performed to meet agreed upon goals and objectives; supervise the development of the Comprehensive Plan and administration of the Zoning Ordinance or the Transportation System Plan, Road Rules, and Design and Construction Manual; coordinate and participate in the preparation of materials and reports for the Planning Commission; supervise the maintenance of records, maps, reports, and other materials related to complex LUP and Transportation assignments; prepare materials, reports, and information for presentations made to the Planning Commission, Hearing Council, Board of County Commissioners, and local City Planning Commissions and Councils; attend and participate in intergovernmental meetings and work sessions; formulate and implement research techniques to be used in the research aspect of the LUP or Transportation planning process; coordinate research and planning activities with other departments and agencies; maintain knowledge of legal and technical developments related to the planning process.

Perform the more routine duties as assigned with increasing independence.
Decisions made or actions taken require higher-level review and work is checked for progress and reviewed for quality and compliance to policy and procedures.
Typically, incumbents may use the entry level to obtain the proficiencies to qualify at the next level in the classification series.

Planner 2
Journey level
Professional
Perform the full range of duties, working independently, applying well-developed subject knowledge, and exercising judgment and initiative.
Receive occasional instruction or assistance as new or unusual situations arise.
Fully aware of the operating procedures and policies within the work unit.
Work is reviewed based on compliance, appropriateness, and effectiveness in meeting goals and deadlines.
Receive direction from manager or staff.
May exercise technical and functional supervision over staff.
Planner Senior
Advanced level
Professional
Perform the most difficult assignments requiring a higher level of responsibility, applying advanced subject knowledge, and exercising significant independent judgment and initiative.
Receive work assignments in terms of objectives, priorities, and deadlines.
Work is reviewed for technical accuracy, compliance to program objectives, and overall results.
Receive direction from manager or staff.
Exercise functional and technical supervision over staff.
MINIMUM QUALIFICATIONS GUIDELINES:
Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.
Planner 1
Training and experience for entry level, professional classifications are typically equivalent to a bachelor's degree and up to one (1) year of experience that demonstrates the ability to perform the duties of the position. (Equivalency 4-5 years of qualifying training and/or experience).
Planner 2
Training and experience for journey level, professional classifications are typically equivalent to a bachelor's degree and one (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 5-8 years of qualifying training and/or experience).
Planner Senior
Training and experience for advanced level, professional classifications are typically equivalent to a bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience).
Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and/or additional training, licenses, or certificates.
