Positions in this series perform technical work involving the maintenance, planning, and disposition of real property.
Job description

EXAMPLES OF DUTIES:

  • Plan, coordinate, negotiate, and close county real property transactions including lease searches, determining lease terms and conditions, Intergovernmental Agency Agreements (IGAs), and subleasing; ensure compliance to applicable rules and regulations.
  • Monitor financial data regarding lease cost payments and other real property expenses; provide information to management regarding real property expenses, performance, and lease obligations as they relate to budget preparation.
  • Act as technical advisor for county real estate activities, especially those involving leasing.
  • Assist in developing procedures, processes, and documentation for county real property transactions.
  • Prepare, process, and approve lease documents for the county as both lessee and lessor.
  • In addition to the above duties, the senior level will: Resolve disputes regarding boundaries, easements, and covenants with vested parties; determine real estate goals and ensure transactions are in alignment; provide advice and proposals regarding real estate activities for the county; participate in real property forecasting including analysis and planning for current and future property needs; manage, monitor, and analyze county real property agreements; assist in budget preparation by providing input on property expenses and recommendations regarding capital outlays; act as point person in developing processes, procedures, and documentation; prepare Request for Offers (RFOs) for sale of real property and Request for Proposals (RFPs) for appraisal and development activities.

  • Perform the most difficult assignments requiring a higher level of responsibility, applying advanced subject knowledge, and exercising significant independent judgment and initiative.
  • Receive work assignments in terms of objectives, priorities, and deadlines.
  • Work is reviewed for technical accuracy, compliance to program objectives, and overall results.
  • Receive general supervision from manager.

MINIMUM QUALIFICATIONS GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.

Property Management Specialist

Training and experience for journey level, technical classifications are typically equivalent to an associate's degree and one (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 3-6 years of qualifying training and/or experience).

Property Management Specialist Senior

Training and experience for advanced level, professional classifications are typically equivalent to a bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience).

Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and/or additional training, licenses, or certificates.
