This is a standalone job profile and is not part of a series. Positions in this sworn job profile oversee the planning, establishment, execution, and evaluation of offender supervision, treatment, rehabilitation and other community justice programs.
Job description

EXAMPLES OF DUTIES:

  • Plan, organize, manage, and administer interdepartmental and interagency community justice programs and services; develop and implement program and strategic planning; implement and assist in the development of the department's policies, procedures, and business practices; evaluate goals, objectives, priorities, and activities to improve performance and outcomes; recommend and establish administrative controls and improvements; develop procedures to implement new and/or changing regulatory and statutory requirements; serve as a member of the management team.
  • Direct work in complex cases and high-risk situations; identify, approve, and direct arrests, detainments, and confiscations of hazardous or prohibited materials and weapons; determine when justice-involved individuals (JII’s) should be taken into custody; impose sanctions on JII’s based on principles, legal standards, and specialized requirements imposed by courts, interstate compact agreements, or the Parole Board; authorize and arrest supervised JII’s and impose jail sanctions; review and prepare materials; may participate in the arrest team or direct sworn staff to complete arrests and confiscation; prepare reports and brief/debrief teams.
  • Provide day-to-day supervision of activities of community justice programs and activities; plan, prioritize, assign, supervise, and review the work of a diverse workforce; develop and revise work processes; establish work schedules; provide and coordinate staff training; manage performance and work with staff to correct deficiencies; monitor work performed to meet agreed upon goals and objectives; may assist in the hiring of employees.
  • Develop, administer, assist, and monitor budgets; develop justifications for budgetary recommendations and/or adjustments; participate in forecasting additional funds for staffing and resources; identify, obtain, and manage funding from grants and community partners; participate in the interpretation, negotiation, management, and enforcement of contracts; coordinate the finalization of budgets to ensure timely submission of the department budget.
  • Provide expert guidance to other departments, the general public, and/or outside agencies; represent the county to the public, elected officials, other agencies, governments, and organizations including making presentations, participating in meetings, and conducting community outreach; act as representative on committees, interagency task forces, and special projects; respond and resolve confidential and sensitive inquiries; investigate complaints and recommend corrective actions as necessary.
  • Communicate and cultivate relationships with various law enforcement partners, and public and citizen organizations and agencies; identify and analyze client and community needs; direct, monitor and evaluate service delivery plans; recommend corrective action as necessary.
  • Analyze and review federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance; conduct analysis on best practices and trends, and formulate and implement recommendations.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.

Sworn Community Justice Manager

Training and experience for advanced level, professional classifications are typically equivalent to a bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience).

Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and/or additional training, licenses, or certificates.

REQUIRED TRAINING, LICENSES, AND/OR CERTIFICATES:

  • Department of Public Safety Standards and Training (DPSST) Supervisory certification required.
