The City of Portland Revenue Division is now administering two new tax programs on behalf of their partners Multnomah County and Oregon Metro. Multnomah County’s Preschool for All (PFA) Personal Income Tax Program and Metro’s Supportive Housing Services (SHS) Income Tax Program are effective January 1, 2021.

The programs went live for withholding, quarterly estimated payments, and registration on March 29, 2021. Annual filing for 2021 will be available in January 2022.

Preschool for All was approved by voters in November 2020. The ballot measure included a personal income tax for Multnomah County. The City of Portland Revenue Division already administers the County’s business income tax program. Preschool for All revenue will come from  a 1.5% tax on personal taxable income over $125,000 for individuals and $200,000 for joint filers, and an additional 1.5% on personal taxable income over $250,000 for individuals and $400,000 for joint filers. Preschool for All will give 3-and 4-year olds in Multnomah County access to free, high-quality, developmentally appropriate, culturally responsive preschool experiences.

The Supportive Housing Services Program was approved by voters in May 2020 and is the first business and personal income tax for Metro. The program is a 1% tax on personal taxable income over $125,000 for individuals and $200,000 for those filing jointly, and a 1% tax on net income for businesses with gross receipts above $5 million. It will fund supportive housing services for people experiencing or at risk of experiencing homelessness.

Businesses, employers, and taxpayers are encouraged to talk with their tax preparers to plan for these taxes. You can remit payments and/or register at Portland Revenue Online (Pro.Portland.gov). Forms and vouchers for these programs are available at Portland.gov/Revenue/Forms.
