Multnomah County requests expert input on future Behavioral Health Drop Off Center

Multnomah County, Ore. (June 5, 2024) Multnomah County today issued a Request for Information (RFI) to organizations able to help the County develop a behavioral health drop-off center. The County is specifically looking for insight and knowledge on Substance Use Disorder (SUD), co-occurring disorders, and other behavioral health disorders to inform and shape the services offered at the center. The call for information is a step toward quickly designing and staffing a center by this Fall. 

Beginning Sept. 1, 2024, the behavioral health drop-off center will be an entry point for voluntary deflection programs, as directed by the Oregon State Legislature in House Bill 4002. The center will provide community-based pathways to treatment, recovery support services, housing, case management or other services for individuals referred by law enforcement.

"We are taking many steps – including this RFI – to shape the services offered at our behavioral health drop-off center and successfully increase a continuum of resources for this community,” said Chair Jessica Vega Pederson. “With this milestone, we actively bring partners into this work and move one step closer to having deflection in place by Sept 1.”  

Key features of the planned behavioral health drop-off center include:

  • 24/7 staffing and support
  • Observation beds for sobering services
  • Medication-assisted treatment for opioid use disorder
  • Screening, assessment, and care coordination services
  • Access to basic necessities and transportation assistance

Multnomah County invites interested parties to provide input on service coordination, staffing models, and program implementation. Respondents are encouraged to address critical questions outlined in the RFI, such as considerations for drop-off programs, screening protocols, and potential additional services.

Organizations can respond to the RFI on the Multco Marketplace (MMP) Supplier Network. The closing date is Wednesday, June 19 at 4 PM PDT.
