If an operator does not live in an adult care home, they are required to hire an approved resident manager to live in the home. A resident manager must be the primary caregiver for residents, and is responsible for the daily operations of the home for at least five consecutive days per week.
Resident manager applicants must fulfill many of the same requirements as adult care home operators. A resident manager must:
- Be at least 21 years old.
- Pass a background check.
- Pass an English test that demonstrates 8th grade level English skills.
- Provide a physician statement that the applicant is physically and mentally capable of providing care to residents.
- Must have the same level of verifiable experience as the operator of the care home.
- For example, to qualify to become a resident manager of an APD level 2 home, you must have two years of verifiable experience, rather than just one.

Complete ACHP Orientation
The ACHP Orientation is held once a month from 9 a.m. – 3 p.m. Cost is $55. Email advsd.adult.carehomeprogram@multco.us or call 503-988-3000 to register.

Orientation needs to be attended within 12 months of completing your application, or it will need to be retaken.
Basic Training Courses and Tests
All applicants must take:
- English Test
- Fire Safety
- Pre-Service Infection Prevention & Control for Community Based Care
- Food Handler Training
- Mandatory Abuse Reporter Training
- CPR and First Aid
- Providing Inclusive Care
Additional courses and tests are required based on the license of the adult care home where you intend to work, and the population you intend to serve.
APD applicants must take:
- Ensuring Quality Care Essentials
- APD Qualifying Test
- Home and Community-Based Services Training
- Pre-Service Dementia Training
MHA applicants must take:
- Ensuring Quality Care Essentials
- APD Qualifying Test
I/DD applicants must take:
- Developmental Disabilities Qualifying Test

Submit Application
Once a complete application is received, the ACHP has 60 days to determine whether to approve or deny it. Completed applications will be reviewed by the ACHP to determine if you qualify.
Review application information and required supporting documents carefully before submitting your application. A complete application must include the supporting documents. All supporting documents must be attached to the application when you submit it.
After 60 days if your application is incomplete, it will be denied and your fee will not be refunded. Then you may start over the process.

Requirements After Application Approval
After a resident manager’s application is approved, the applicant must submit a renewal application annually before the role expires. They must also complete required continuing education units (CEUs) annually.
Within the first year of role approval, resident managers must complete required these required trainings:

- Emergency Preparedness Planning
- Honoring Diversity
- Fatal Four (I/DD only)
