Alicia most recently served as a Senior Policy Advisor in the House Speaker's Office. Her portfolio included housing, behavioral health, judiciary and human services, and very specifically this past year, HB 4002. Prior to the Speaker’s Office, Alicia served as a Legislative Advocate at the Oregon Law Center, working to support low-income communities with issues relating to health care, human services and other areas of critical need. She previously worked as Deputy Director at Coalition of Community Health Clinics and as an organizer and policy director for Planned Parenthood Advocates of Oregon.

Alicia grew up in Clackamas and studied Sociology and Women’s Studies at Seattle Pacific University. After graduating, she spent a year in Hanoi, Vietnam to serve as the Communications Officer for a nonprofit organization before returning to Portland. She has spent the last 13 years working in advocacy and policy and has a Master of Public Policy degree from Portland State University. Alicia will be focused on coordinating the county's work to implement HB 4002, leading the collaborative work with law enforcement, community, and other justice and intergovernmental partners, how we stand up the county's response and the many other parts and pieces of this work over the next year.
