Positions in this classification series provide management support and analytical work in a division or department.
EXAMPLE OF DUTIES:
- Provide management support services, including contract and data processing and management, property management, analysis and research, personnel administration, finance and purchasing, and office support; assist management in identifying financial, personnel, and material needs; make recommendations on issues including office equipment purchases, space utilization, building maintenance, and other administrative support areas; coordinate projects, including acquisitions, office remodeling, and moving.
- Coordinate and monitor the budget development; project revenues and expenditures and other budget forms; assist in preparing and processing budget modifications; coordinate accounts receivable and payable functions; serve as a member of the Community Budget Advisory Committee; review and process contracts and grants; implement and maintain contract tracking systems.
- Organize and monitor payroll and personnel record keeping; review time sheets for compliance to personnel rules and bargaining contracts; coordinate and prepare personnel action forms, including salary increases, new hires, promotions, terminations and other actions; maintain personnel files.
- Assist in recruitment, hiring and training; monitor personnel and affirmative action activities; research, prepare, draft, and edit disciplinary actions and investigations findings; review and analyze grievance and collective bargaining issues and information; contribute to performance reviews, work plans, and disciplinary activity.
- Respond to and resolve confidential and sensitive inquiries; provide expert guidance to other departments, the general public and/or outside agencies; investigate complaints and recommend corrective actions as necessary; act as representative on committees, interagency task forces, special projects, and other community outreach activities as assigned.
- Provide strategic analysis and support to management in recommending and implementing policies, guidelines, and procedures; analyze and review federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance; conduct analysis on best practices and trends; assist in developing legislative packages; provide coordination of bill tracking during legislative sessions.
- In addition to the above duties, the senior level will: provide day-to-day supervision of activities of a program; plan, prioritize, assign, supervise, and review the work of a diverse workforce; develop and revise work processes; establish work schedules; provide or coordinate staff training; manage performance and work with staff to correct deficiencies; monitor work performed to meet agreed upon goals and objectives; review and prepare contracts and grants; conduct surveys, analyze results and prepare reports.

Administrative Analyst (NR)

- Perform the full range of duties, working independently, applying well developed subject knowledge, and exercising judgment and initiative.
- Receive occasional instruction or assistance as new or unusual situations arise.
- Fully aware of the operating procedures and policies within the work unit.
- Work is reviewed based on compliance, appropriateness, and effectiveness in meeting goals and deadlines.
- Receive general supervision from manager or staff.
- May exercise supervision over staff.
- This classification meets the standards for supervisory or confidential exemption as defined by Oregon's Public Employees Collective Bargaining Act (PECBA) or under the terms of Article 3 of the AFSCME Local 8 Collective Bargaining Agreement.
Administrative Analyst Senior

- Professional
- Perform the most difficult assignments requiring a higher level of responsibility, applying advanced subject knowledge, and exercising significant independent judgment and initiative.
- Receive work assignments in terms of objectives, priorities, and deadlines.
- Work is reviewed for technical accuracy, compliance to program objectives, and overall results.
- Receive direction from manager or staff.
- Exercise direct supervision over a small staff.
MINIMUM QUALIFICATIONS GUIDELINES:
Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.
Administrative Analyst (NR)
Training and experience for journey level, professional classifications are typically equivalent to a bachelor's degree and one (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 5-8 years of qualifying training and/or experience).
Administrative Analyst Senior
Training and experience for advanced level, professional classifications are typically equivalent to a bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience).
Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and /or additional training, licenses, or certificates.
