Positions in this series perform animal control work including rescuing, transporting, and impounding animals and responding to calls from the community.
Job description

EXAMPLES OF DUTIES:

  • Impound stray animals; maintain daily log of activities, including animals impounded; gather and provide information about stray animals from the public; capture and remove stray, uncontrolled, or abused animals; quarantine animals that may present a hazard to the public; provide information and answer questions about animal control processes and related program services.

  • Respond to calls about deceased, sick, or injured animals within county public property and from reciprocal veterinarians regarding companion animals and wildlife; remove and properly dispose of deceased animals as necessary; complete required documentation.

  • Rescue sick and injured domestic animals; transport animals to veterinarian for treatment; determine the general severity of sickness or injury requiring treatment by examining animals; arrange for necessary medical treatment; deliver supplies and animals to and from the animal shelter; deliver animals to veterinarians for spay or neuter services; complete necessary impound documentation.

  • Enforce pet licensing requirements, animal laws, and leash laws.

  • In addition to the above duties, the Animal Control Officer 2 will: serve warrants, administrative orders, and court orders; serve citations to ordinance violators; investigate reports of dangerous animals, loose livestock, animal attacks, and animal cruelty; interview witnesses and victims; collect and maintain evidence, including taking photos and statements; write formal reports of findings; prepare evidence, accept signed citizen animal-related complaints, and testify at Administrative Hearings; educate owners, handlers, and the public about animal control options, available services, and programs in the community; assume control over other public agencies in situations involving dangerous animals; interact with local and state agencies regarding animal control matters.

  • In addition to the above duties, the Animal Control Officer 3 will: provide lead direction of work activities; prioritize and coordinate work assignments; review work for accuracy and content; evaluate projects, activities, and processes; monitor work performed to meet agreed upon goals and objectives; handle the most complex, sensitive, and technical investigations; provide on-site assistance in the field to staff in emergency situations; act as liaison between Animal Control and other County agencies on matters related to Animal Control field operations; oversee, coordinate, and participate in the hearings process; maintain all field records and files; investigate public complaints concerning the acts of individual Animal Control Officers and other field operations personnel.

  • Perform other duties as assigned.

Animal Control Officer 1

  • Entry level

  • Perform the more routine duties as assigned with increasing independence.

  • Decisions made or actions taken require higher-level review and work is checked for progress and reviewed for quality and compliance to policy and procedures.

  • Typically, incumbents may use the entry level to obtain the proficiencies to qualify at the next level in the classification series.

  • Receive general supervision from manager or staff.

Animal Control Officer 2

  • Journey level

  • Technical

  • Perform the full range of duties, working independently, applying well-developed subject knowledge, and exercising judgment and initiative.

  • Receive occasional instruction or assistance as new or unusual situations arise.

  • Fully aware of the operating procedures and policies within the work unit.

  • Work is reviewed based on compliance, appropriateness, and effectiveness in meeting goals and deadlines.

  • Receive general supervision from manager or staff.

  • May exercise functional and technical supervision over staff.

Animal Control Officer 3

  • Advanced level

  • Technical

  • Perform the most difficult assignments requiring a higher level of responsibility, applying advanced subject knowledge, and exercising significant independent judgment and initiative.

  • Receive work assignments in terms of objectives, priorities, and deadlines.

  • Work is reviewed for technical accuracy, compliance to program objectives, and overall results.

  • Receive general supervision from manager.

  • Exercise functional and technical supervision over staff.

MINIMUM QUALIFICATIONS GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.

Animal Control Officer 1

Training and experience for entry level, technical classifications are typically equivalent to an associate's degree and up to one (1) year of experience that demonstrates the ability to perform the duties of the position.  (Equivalency 2-3 years of qualifying training and/or experience).

Animal Control Officer 2

Training and experience for journey level, technical classifications are typically equivalent to an associate's degree and one (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 3-6 years of qualifying training and/or experience).

Animal Control Officer 3

Training and experience for advanced level, technical classifications are typically equivalent to an associate's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 5-8 years of qualifying training and/or experience).

Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and/or additional training, licenses, or certificates.

REQUIRED TRAINING, LICENSES, AND/OR CERTIFICATES:

Animal Control Officer 1

  • Obtain and maintain a limited commission as a Special Deputy from the Multnomah County Sheriff within six (6) months of hire.

Animal Control Officer 2

  • Obtain and maintain a limited commission as a Special Deputy from the Multnomah County Sheriff.

Animal Control Officer 3

  • Obtain and maintain a limited commission as a Special Deputy from the Multnomah County Sheriff.
