Dental Director

EXAMPLES OF DUTIES:

• Plan, organize, manage, and administer dental division programs, operations, and functions; develop and implement program and strategic planning; implement and assist in the development of dental policies, procedures, and business practices;  evaluate goals, objectives, priorities, and activities to improve performance and outcomes; recommend and establish administrative controls and improvements; develop procedures to implement new and/or changing regulatory requirements; serve as an advisor to elected officials.
• Direct clinical dental services, the clinical practice of dental providers (dentists and hygienists), and the delivery of dental services in health department clinics, correctional facilities, and community field-based programs; consult with primary care leadership and other healthcare representatives involved with integrating oral health with whole body health to benefit clients.
• Develop, administer, assist, and monitor budgets; develop justifications for budgetary recommendations and/or adjustments; participate in forecasting additional funds for staffing and resources; identify, obtain, and manage funding from grants and community partners; participate in the interpretation, negotiation, management, and enforcement of contracts; coordinate the finalization of budgets to ensure timely submission of the department budget.
• Provide expert guidance to other departments, the general public, and/or outside agencies on clinical dental treatment and disease management issues; represent the county to the public, elected officials, other agencies, governments, and organizations including making presentations, participating in meetings, and conducting community outreach; act as representative on committees, interagency task forces, and special projects; respond and resolve confidential and sensitive inquiries; investigate complaints and recommend corrective actions as necessary.
• Provide knowledge, expertise, leadership, and academic skills regarding oral health to external stakeholders in order to improve the overall dental health of the community; pursue means to strengthen the safety net through collaboration with other senior leaders in and outside the health department to benefit persons of the community.
• Provide direction, guidance, and leadership to staff; advise on the more complex and sensitive concerns and issues; recruit, hire, orient, supervise, and direct educational activities for dental providers and their clinical work; assure compliance with legal and regulatory requirements as detailed in the Oregon Dental Practices Act.
• Provide patient care including professional dental and oral surgical services; treat infections and diseases of the oral cavity; provide triage and treatment of patients requiring emergency dental care; prescribe appropriate medication; determine limits of insurance coverage and discuss options for treatment; assist and guide dental staff.

• In addition to the above duties, the Dental Director will: act as the first in command of the dental program responsible for making interpretative decisions; provide and maintain clinical dental quality assurance plans; develop audit criteria, conduct audits and evaluate results; participate in resolving and evaluating client complaints; analyze and evaluate clinical activities of the dental program to assure activities meet the highest patient care standards.

• Work is reviewed for technical accuracy, compliance to program objectives, and overall results.
• Receive direction from executive management.                                                                                                                
• Exercise direct supervision over staff.
• In the absence of the Dental Director, the deputy assumes full responsibility.

• Exercise indirect supervision through managers, supervisors, and/or lead workers.

MINIMUM QUALIFICATIONS GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.

Deputy Dental Director

Training and experience for advanced level, professional classifications are typically equivalent to a bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience).

Dental Director

Training and experience for advanced level, professional classifications are typically equivalent to a bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience).

Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and/or additional training, licenses, or certificates.

• License required to practice dentistry as outlined by Oregon Revised Statutes (ORS) 679.060.
• Registration required to deliver or dispense controlled substances as outlined by Oregon Revised Statutes (ORS) 475.125.
• CPR certification required.
