Job description

EXAMPLES OF DUTIES:

  • Perform standard accounting functions including accounts payable, accounts receivable, grants and contracts invoicing, auditing, purchasing, payroll, and general ledger; perform account reconciliations and prepare related deposits, invoices, payments, work sheets, cash balances, proofs, and schedules.
  • Analyze data and prepare periodic and annual expenditure, revenue, and budget projections and reports; assist in the preparation of required annual financial statements; monitor expenditures to ensure budget compliance; prepare and review documentation for interagency and intergovernmental services, expenditures, and bills.
  • Evaluate standard fiscal transactions, procedures, and practices and determine appropriate action; recommend and assist in implementing new or revised systems and procedures; maintain records; create reports.
  • Analyze and review federal, state, and local laws, regulations, fiscal policies, and procedures in order to ensure compliance; conduct analysis on best practices and trends and formulate recommendations.
  • In addition to the above duties, the Finance Specialist 2 will: perform the full range of standard and non-standard fiscal transactions, procedures, and practices; assist in the preparation of annual operating budgets; ensure selected general ledger accounts and annual reports accurately reflect the financial position of assigned work function or program; develop and implement auditing systems; conduct internal and external audits to ensure compliance; examine, analyze, and verify documents to ensure adherence to established controls and accepted professional standards; participate in audit-related hearings.
  • In addition to the above duties, the Finance Specialist Senior will: perform complex and highly visible finance assignments; prepare extensive reports, exhibits, and other supporting documents that detail a program’s financial soundness and compliance with appropriate laws, requirements, and regulations; provide consultation and recommendations to management and external organizations regarding unusual or questionable financial accounting and reporting; investigate, research, and audit program activities to ensure compliance with laws and regulations, financial integrity of transactions, and financial solvency; analyze operations, financial commitments, and obligations; develop trend analysis to project future revenues and expenses; lead in-depth program financial examinations and prepare reports; determine or maintain records of assets, liabilities, income and revenue, losses, or other financial activities; review and interpret current, new, proposed, or revised laws, regulations, policies, and procedures to determine their financial impact on assigned operating area.

  • Perform the full range of duties, working independently, applying well-developed subject knowledge, and exercising judgment and initiative.
  • Receive occasional instruction or assistance as new or unusual situations arise.
  • Fully aware of the operating procedures and policies within the work unit.
  • Work is reviewed based on compliance, appropriateness, and effectiveness in meeting goals and deadlines.
  • Receive direction from manager or staff.
  • May exercise functional and technical supervision over staff.

Finance Specialist Senior

  • Advanced level
  • Professional
  • Perform the most difficult assignments requiring a higher level of responsibility, applying advanced subject knowledge, and exercising significant independent judgment and initiative.
  • Receive work assignments in terms of objectives, priorities, and deadlines.
  • Work is reviewed for technical accuracy, compliance to program objectives, and overall results.
  • Receive direction from manager or staff.              
  • May exercise functional and technical supervision over staff.

MINIMUM QUALIFICATIONS GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.

Finance Specialist 1

Training and experience for journey level, paraprofessional classifications are typically equivalent to an associate's degree and one (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 3-6 years of qualifying training and/or experience).

Finance Specialist 2

Training and experience for journey level, professional classifications are typically equivalent to a bachelor's degree and one (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 5-8 years of qualifying training and/or experience).

Finance Specialist Senior

Training and experience for advanced level, professional classifications are typically equivalent to a bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience).

Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and/or additional training, licenses, or certificates.
