Completed culvert replacement project creates sustainable infrastructure for landslide prevention

A new recently replaced culvert under Rocky Point Road will help prevent potential landslides and create a potentially safer path for wildlife. 

The 30-day Multnomah County Transportation emergency repair project successfully replaced an existing concrete pipe that was deteriorating due to water that wasn’t filtering properly – creating a sinkhole on the west side of the road. The $312,000 project was funded through local road funds.  

“Proactively replacing the culvert and stabilizing the affected area, the County eliminated an active sinkhole and mitigated the risk of a potential slope failure or significant roadway deterioration,” Multnomah County Project Manager Ryan Rucker said. “These improvements restore water resource integrity, and provide a long-term safe and resilient corridor in the region.”              

The pipe installation was a meticulous process. Crews with contractor Dirt and Aggregate Interchange worked in a very confined site on an extremely steep grade to install the new culvert. Crews first constructed and installed soil anchors which support the weight of the new culvert and flow from an above stream. Then crews conducted load testing of soil anchors to ensure the culvert’s stability. The new pipe is a half foot larger than the previous one that failed, making it more equipped to handle large amounts of groundwater. 

“Replacing the Rocky Point Road Culvert within 30 days was challenging and impressive work by our transportation team,” Commissioner Meghan Moyer said. “By quickly addressing this emergency, we continue our commitment to safe Multnomah County roads, protecting people from landslides and more.”
