Ellen Wyoming DeLoy

A trained urban planner and longtime Oregon public sector practitioner, Ellen has spent sixteen years helping public agencies and communities navigate complex, high-stakes processes - from regional parks planning to statewide policy development to executive leadership support. She is committed to public processes that are transparent, accessible, and genuinely representative of the communities they serve.

Before finding her way into planning and community engagement, Ellen was a Grand Canyon river guide, an outdoor educator, and an ESL teacher. These experiences helped shape how she thinks about leadership, listening, and what it takes to bring a group of people through something hard together (big rapids and hikes along cliff edges)! She lives in the Portland area with her family and a dog who is in desperate need of more emotional support humans. When she is not working, you will likely find the family camping or adventuring somewhere in the Pacific Northwest. She loves all things artistic, creative, and immersive.
