If passed, Oregon Senate bill 692 would allow individual counties to raise taxes on cigarettes. Oregon's cigarette tax is just $1.18 per pack, the 28th highest in the nation. Multnomah County commissioners support the bill as a way to fill budget shortfalls in human services. Commissioner Kafoury spoke with KOIN to advocate for the bill.
