Multnomah County's Response to Sexually Trafficked Youth and Young Adults

Multnomah County has identified through the Human Trafficking Jail Intelligence Sergeant, currently over 1,000 suspected adults trafficking victims, 300 minors, and 900 suspected traffickers as of December 2017.

By law, sex trafficking is the recruitment, harboring, transportation, provision, or obtaining of a person for the purpose of a commercial sex act induced by force, fraud, coercion or manipulation to engage another person in sex work. If someone is under the age of 18, there is no need to prove force, fraud, coercion or manipulation.

Therefore, all minors engaged in sex work automatically meet the criteria of sex trafficking.
