The Homelessness Response System and the Homelessness Response Action Plan are overseen by several committees, creating a shared governance structure. The system will be overseen by the Steering and Oversight Committee, and that committee will be advised by two subcommittees: a Community Advisory Committee and an Implementation Committee. Multnomah County will provide administrative support for all three committees.

We are seeking applicants for community members interested in joining the Steering and Oversight Committee and the Community Advisory Committee.


Steering and Oversight Committee

The Steering and Oversight Committee brings together elected officials, leaders, experts, and community members to guide and resource the actions outlined in the Homelessness Response Action Plan. The ten-member Steering and Oversight Committee will have five voting and five non-voting members. Voting members are the Multnomah County Chair, the City of Portland Mayor, a Multnomah County Commissioner, a City of Portland Commissioner, and an East County elected official and are eligible based on their elected seat. Non-voting members include the CEO of Health Share, the CEO of Home Forward, a member of a local chamber of commerce, a behavioral health practitioner, and a person who pays the Supportive Housing Services Tax.

Key Responsibilities:

  • Set strategy and Key Performance Indicators (KPI) based on recommendations from the Implementation Subcommittee.
  • Monitor progress and performance toward goals.
  • Ensure alignment of jurisdictional investments toward strategies and performance.
  • Adjust annual goals at the completion of each year.
  • Assess strategies based on performance as recommended by the Implementation Subcommittee; and review audits of the various components of the Homelessness Response System.

Two of the non-voting seats — a behavioral health practitioner, and a person who pays the Supportive Housing Services tax — are open to community members interested in joining.

Community Advisory Committee

The Homelessness Response System Community Advisory Committee identifies emerging issues and trends that will lead to more people in housing across our community by meeting the goals and objectives of the Homeless Response Action Plan. 

The membership of the committee may include up to 16 members, including but is not limited to people with lived experience of homelessness within the last seven years, representation from business, labor, Homeless Response System service providers, philanthropy, crisis response, first responders, affordable housing, street outreach/navigation, health, recovery, and/or the Continuum of Care board.

Implementation Committee

The City and County have already launched the Implementation Subcommittee. That group is made up of multiple County department directors and City bureau directors, along with key leaders from Metro, jurisdictions in East Multnomah County, Home Forward, and Health Share of Oregon. The launch of those meetings was coordinated in partnership between the County’s Chief Operating Officer and the City’s Chief Administrative Officer
