State Begins Licensing IDD Adult Care Homes

Starting January 1, 2026, the Oregon Developmental Disabilities Services will be licensing all Intellectual and Developmental Disabilities adult care homes in Multnomah County.

Adult Care Home Resident and Caregiver

Starting January 1, 2026, the Oregon Developmental Disabilities Services (ODDS) will be licensing all Intellectual and Developmental Disabilities (IDD) adult care homes in Oregon, including those in Multnomah County.

The Adult Care Home Program (ACHP) and Multnomah County Administrative Rules will no longer be the licensing authority for IDD homes. ODDS and the Oregon Administrative Rules will assume this role on January 1, 2026.

This change only affects licensing and administrative support. The county will continue to provide service coordinators and case management services for residents.

This change does not affect Aging and People with Disabilities (APD) or Behavioral Health (BH) licensed homes. It does impact IDD interagency placements in APD and BH homes.

 

Important Updates for IDD Homes and Homes Serving IDD Residents

  • The ACHP will be sending IDD operators a notice that your license with the ACHP is closed after December 31, 2025.
  • ODDS will be notifying you that your ACHP-issued license will be honored by the state through the date of expiration. At that point you will receive your state-issued license.
  • The IDD qualifying test on Tuesday, December 16 is now full.  
  • The ACHP is accepting IDD applications through Friday, December 19. Caregiver applications will not be accepted after Dec. 19.
  • If a caregiver applicant has not taken the qualifying test or misses the Dec. 19 deadline, they must wait and apply to ODDS after January 1.
  • The ACHP will do its best to process new IDD operator and resident manager applications. However, they may be handed over to ODDS on January 1, 2026. ODDS will make their own priority determination at that time.
  • The ACHP is no longer accepting requests for IDD interagency placements in APD or BH homes.
  • The ACHP is no longer accepting requests for APD or BH placements in IDD homes.
  • Please complete the state’s renewal application if you’ve received it.
