The Multnomah County Transportation Planning and Development Program proposes to amend the Multnomah County Road Rules (MCRR) to reflect needed updates as identified by Transportation Division staff.

Review Period, Requests for Postponement or Public Hearing: Pursuant to Multnomah County Code (MCC) § 29.534, review period for proposed MCRR amendments shall be 15 days and will commence with publication of notice of intent to adopt proposed rule scheduled on November 3, 2025.
Pursuant to MCC § 29.536 – 29.537, any person may request in writing postponement of rule action or a public hearing within the 15-day review period. All requests after the 15-day period will be denied. All such requests should be directed to Jessica Berry at Jessica.berry@multco.us.
Proposed amendments include:
- MCRR 2.000: Update references to County Code and Comprehensive Plan
 - MCRR 3.000: Update and add terms to glossary
 - MCRR 4.000: Clarify requirements and standards for driveways
 - MCRR 6.000: Add reference to Americans with Disabilities Act (ADA) in improvement requirements
 - MCRR 13.000: Simplify process for road closures
 - MCRR 16.000: Simplify process for Road Rules Variance application
 - MCRR 17.000: Simplify/clarify variance appeal process
 - MCRR 18.000: Update Permit language to address changes in state law
 - MCRR 26.000: Organize Stormwater and Drainage section for clarity, reference correct standards
