How Multnomah County Purchases Goods & Services
The County purchases supplies, equipment and services (including public improvements and professional services) necessary to operate and support jails, health clinics, office buildings, libraries, animal services, elections and law enforcement.
CHAPTER 279A, B AND C of the State of Oregon Statutes governs all public purchasing in the state. Multnomah County Public Contract Review Board (PCRB) Administrative Rules and County Administrative Procedures guide County specific purchases and exemptions. These laws and rules are to assure that business conducted with vendors is fair, ethical and competitive. The current version of the PCRB Administrative Rules can be downloaded below.
Purchases less than $25,000
Competitive solicitation is encouraged but not required for these purchases. However, County departments shall, where practicable, obtain informal quotes. Utilization of minority business, women-owned business, and emerging small business (COBID) is strongly encouraged in all Multnomah County contracting.
Purchases between $25,000 to $250,000
For intermediate procurements within this range, Multnomah County generally utilizes an intermediate selection process. This typically requires the solicitation of at least three informal competitive quotes or proposals from qualified sources. While these solicitations may not always require the same level of formal advertising as larger contracts, they are managed through the Multco Marketplace (MMP) to ensure a transparent and fair selection process based on the best value and technical qualifications.
Purchases over $250,000
Procurements exceeding $250,000 are considered formal solicitations and require a rigorous, public competitive process. These are typically conducted via an Invitation to Bid (ITB) for goods and trade services or a Request for Proposals (RFP) for professional services where quality and experience are evaluated alongside price. These opportunities are formally advertised, and all submissions must be filed electronically through the Multco Marketplace. Contracts at this level can include specific social equity requirements, such as detailed Workforce Equity goals and COBID participation targets, and must be approved by the Multnomah County Board of Commissioners.

All bids, proposals and other sourcing event activities (procurements) are managed electronically in the Multco Marketplace Supplier Network (MMP).
Suppliers and Vendors can view our Bid & Proposal Opportunities here without an MMP account. To respond to a sourcing event (procurement), an MMP account is required. We no longer accept paper submissions unless otherwise stated in the sourcing event. We will provide assistance to any suppliers or vendors who do not have access to technology. Supplier Code of Conduct
The Multnomah County Supplier Code of Business Conduct outlines the ethical standards and behaviors expected of all vendors doing business with the County. Contractors and their employees are expected to maintain the highest levels of integrity, honesty, and fairness. This includes strict adherence to anti-discrimination laws, ensuring safe and healthy working conditions, and avoiding any conflicts of interest. By entering into a contract with the County, suppliers agree to uphold these values and recognize that a violation of this code may result in contract termination or disqualification from future bidding opportunities.
Americans with Disabilities Act (ADA) Compliance
In accordance with the requirements of Title II of the Americans with Disabilities Act of 1990, 28 CFR Part 35, Multnomah County will not discriminate against qualified individuals on the basis of disability in its services, programs, or activities.
Multnomah County will generally, upon request, provide appropriate assistance to support effective communication for qualified persons with disabilities so they can participate equally in County programs, services, and activities, including qualified sign language interpreters, documents in Braille, and other ways of making information and communications accessible to people who have speech, hearing, or vision impairments. EEO Certification Requirement
Multnomah County's PCRB Rule 60-0040 requires that all contractors furnishing goods and services to the County in excess of $75,000 must be certified as an Equal Opportunity Employer. (This dollar amount may vary for other government agencies). Contracts in excess of $75,000 are subject to the County’s Equal Employment Opportunity (EEO) requirements and will include vendor certification as indicated in the Sample Multnomah County Contract. The County will not execute a contract over $75,000 with any contractor who fails to become certified.
Supplier Preference
As indicated in the specifications contained in our solicitations, Multnomah County shall prefer, all else being equal, goods produced in the State of Oregon. For more information please refer to project specifications. The State of Oregon has also enacted a "reciprocal preference law." The law requires that, when determining the lowest responsible bidder, Multnomah County must add a percent increase to each nonresident bidder's price equal to the percent of preference given to local bidders in the nonresident bidder's home state. Public Works Prequalification
Multnomah County manages Public Works projects in accordance with ORS 279C.430, which grants the County the authority to require prequalification for specific sourcing events when deemed necessary by the presiding department. Because prequalification is not a universal requirement for all public works projects, bidders must review the individual solicitation documents to determine if a Prequalification Application is required for that specific contract. When invoked, the prequalification process evaluates a contractor’s financial stability, equipment availability, and technical expertise relevant to the project’s scope.
