MCCDA Bargaining Update 2 (August 12, 2025)
The County and the Association last met for bargaining on Monday, June 30. This was the third session and the last one to present new proposals or topics. The County provided a comprehensive counterproposal including economics.

Tentative Agreements
- Article 5 - Association Security
- Article 13 - Workers’ Compensation
- Addendum B - Duty Status for Hearings/Court Subpoenas
The Association did not bring any proposals on June 30.
The County brought the following proposals:
Article 12 - Health and Welfare
- County rejected Association’s proposals for increased reimbursement for members opting out of County-provided health insurance, paid time for Association reps at EBAT meetings, increases to County-paid medical premium contributions for retirees, increase in life insurance coverage, increased VEBA contributions, and County-paid PORAC coverage for members.
- County agreed to some housekeeping changes and clarifying language, and confirmed it is working to increase peer support services for members.
Article 15 - Hours of Work
- County rejected Association’s proposal to remove language related to rehire of retirees; proposed moving this language to Article 4 - Management Rights.
- County proposed to drop comp time max from 96 to 24 hours and rejected Association’s proposal to allow use of comp time in place of vacation
- County accepted Association proposal related to electronic posting
- County proposed addition of language contemplating 12 hour shifts in the future
Article 16 - Wages and Classifications
- County rejected Association’s proposal to change longevity pay and to delete existing language related to states of emergency
- County rejected Association’s proposal for paid parking for members
- County proposed clarifying language related to Trainer Pay
- County rejected Association's proposals related to PERS calculations, increase to translator pay, increase to UNET pay, increase to education premium, new veteran premium, retention bonus, and deferred comp match.
Article 17 - Corrections Service and Training Achievement Program
- County provided counterproposal on DPSST eligibility
Article 18 - Disciplinary Action
- County accepted some of the Association’s language proposals and proposed additional updates to this Article
Article 19 - Officers Rights
- County rejected Association proposal to increase timeline for members to provide a statement
- County accepted Association proposal to change meeting interval from 60 to 30 days
- County rejected other changes proposed by Association
Article 24 - Termination
- County proposed a 4-year agreement
Addendum A - Wages
- County proposed 2.4% COLA in year one of successor agreement
- County proposed 2% market increase for Sergeants and Deputies
- County proposed wage reopener in year two of successor agreement
Our next bargaining session is scheduled for August 26.
