In Progress: Land and Building Purchases Audit

We are currently in the audit's fieldwork phase. 

Scope

The scope of this audit is to assess the county’s process in land and building purchases. Our focus will be on the Department of County Assets’ Facilities and Property Management Division. Analysis of past purchases during planning identified the following departments to be within the scope of this audit: Homeless Services Department, Library, and Health Department. We plan to focus our work on the county's land and building purchases and the stakeholders involved. We do not plan on looking at leases or property sales.

The time period under review will be calendar years 2019 to 2025.  We are concentrating on this time period because we would like to assess recent purchases and exclude future planned purchases.
 

Objectives

1. Assess departmental coordination and oversight during the purchase process.
2. Evaluate the reasonableness and fairness of purchases.
3. Evaluate the community engagement process and end-user needs.
4. Assess the effectiveness of due diligence procedures in land and building purchases.
