Starting January 1, 2026, the Oregon Developmental Disabilities Services (ODDS) will be licensing all Intellectual and Developmental Disabilities (IDD) adult care homes in Oregon, including those in Multnomah County.
The Adult Care Home Program (ACHP) and Multnomah County Administrative Rules will no longer be the licensing authority for IDD homes, or provide direct support for these homes. ODDS and the Oregon Administrative Rules will assume this role on January 1, 2026.
This change does not affect Aging and People with Disabilities (APD) or Behavioral Health (BH) licensed homes.
It does impact IDD interagency placements in APD and BH homes.
